The Corporate Project Management Office (CPMO) ensures strategic intent is translated into measurable outcomes by transforming and uplifting MLS investments - from a delivery-focused approach to a value-driven mindset. Through enterprise-wide ideation, prioritization, and value capture, CPMO enables alignment, transparency, and strategic execution across Manulife Singapore.

While portfolio manager ensure investments are aligned with strategic goals and deliver cross-functional value; the project management team manages and coordinates business and technical projects through all phases of initiation, development and implementation. Project manage work closely with delivery team members and decision-makers to protect the values defined for projects that they are assigned to.

Position Responsibilities:
 

Lead End-to-End Project Delivery:

  • Define and manage project scope, strategy, requirements, and implementation.
  • Ensure projects are delivered on time, within budget, and meet business objectives.
     

Manage Project Risks, Issues, and Changes:

  • Proactively identify, analyse, and mitigate risks.
  • Escalate critical issues and manage scope changes through structured processes.
     

Coordinate and Motivate Project Teams:

  • Identify resourcing needs and establish clear roles, expectations, and goals.
  • Support hiring, coaching, and performance management of project staff.
     

Communicate Effectively with Stakeholders:

  • Maintain regular, transparent communication with project teams, sponsors, and clients.
  • Liaise between stakeholders to ensure alignment and manage expectations.
     

Monitor and Report Project Progress:

  • Set and track milestones, manage delays, and realign schedules as needed.
  • Provide accurate reporting on project status, risks, and outcomes.
     

Manage Vendor and Contractual Relationships:

  • Participate in contract negotiations and ensure compliance with terms.
  • Oversee vendor performance and integration into project delivery.

Individual Accountabilities:

  • Works with stakeholders to define and manage the scope, strategy, requirements and implementation of projects.
  • Ensures that assigned projects are completed within budgets and schedules while meeting client business objectives.
  • Identifies, analyzes, mitigates, documents, and controls project risks.
  • Provides effective and regular communication within the project team, stakeholders, sponsors and management.
  • Identifies resourcing needs for the project and establishes roles, expectations, and goals with team members.
  • Participates in negotiation of contract terms and conditions and ensures compliance with contract terms for project consultants and vendors.
  • Identifies project issues that impact project delivery and escalate to management.
  • Sets and tracks project milestones; manages and accounts for unforeseen delays, then realigns schedules and expectations as needed.
  • Manages multiple small and/or medium-sized projects ensuring project deliverables are brought in on time, within budget and quality targets.
  • Assists in hiring project staff, and developing, motivating, coaching, advising and managing the project team.
  • Manages the technical components of the project or acts as the manager of personnel, including evaluating personnel.
  • Liaises between project team, project sponsor, and client group.
  • Establishes and maintains relationships with relevant client stakeholders, providing day-to-day contact on project status and changes.
  • Ensure proper project closure includes documentation on agreed pending action items after launch and transition to correct stakeholders if any.

  • Strategic Alignment of Projects: Project Managers contribute to ensuring that project objectives align with strategic priorities and portfolio goals. They help validate scope and expected outcomes during intake and planning phases.
  • Resource Planning and Allocation: Project Managers identify resource needs and negotiate availability. They influence decisions on staffing, skill requirements, and capacity adjustments.
  • Risk and Issue Management: Project Managers escalate risks and issues that may impact delivery or strategic outcomes. They collaborate on mitigation strategies and contingency planning.
  • Stakeholder Engagement and Communication: Project Managers ensure consistent messaging and updates across stakeholder groups. They influence communication plans and engagement strategies to maintain alignment and support.
  • Vendor and Contract Management: Project Managers participate in contract negotiations and vendor performance reviews. They influence decisions on vendor selection, compliance, and service delivery.
  • Proper Project Documentation: Project Managers ensure all project decisions to be documented and properly stored to facilitate future project audit if any.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Information Technology, Engineering, or a related field.
  • PMP (Project Management Professional) – PMI
  • PRINCE2 Practitioner
  • Agile certifications (e.g., Certified ScrumMaster, Safe Agilist)
  • Lean Six Sigma (for process improvement roles)
  • Minimum 12 years of relevant experience managing small to medium-sized projects across business and technology domains.
  • Background in managing new insurance product launches will be considered an advantageProven experience in:
  • End-to-end project delivery including scope, schedule, budget, and quality management.
  • Stakeholder engagement and cross-functional team coordination.
  • Risk and issue management, including escalation and mitigation planning.
  • Vendor and contract management, including negotiation and compliance oversight.
  • Working within portfolio governance frameworks and contributing to intake and prioritization processes.

Preferred Qualification:

  • Master’s degree or postgraduate certification in Project Management or related discipline.
