Job Purpose
The P3O Officer for the Operations & Maintenance Portfolio provides governance, assurance, planning, reporting, controls, benefits realization, financial oversight, and executive support across the portfolio.
Strategic Objectives

Detailed Responsibilities
- Establish and maintain portfolio governance frameworks.
- Develop portfolio dashboards, KPIs and executive scorecards.
- Track revenue, cost, margin, invoicing and collections.
- Monitor project/program performance and recovery plans.
- Manage RAID logs and escalation processes.
- Coordinate steering committees and governance boards.
- Support audits, compliance and quality reviews.
- Maintain portfolio plans, baselines and dependencies.
- Manage benefits realization and value tracking.
- Support resource capacity planning and forecasting.
- Facilitate lessons learned and continuous improvement.
Authority Matrix
May request status updates, governance actions, risk mitigation plans, and portfolio reporting inputs. Escalates material risks to Portfolio Director and P3O Director.
Requirements
Qualifications
Bachelor Degree in IT, CS Engineering, or related field. Preferred: PMP, PRINCE2, PMI-PMOCP, MSP, Agile, ITIL.
Experience
3–7 years in PMO, P3O, Project Controls, Program Management Office, Service Delivery, or Portfolio Governance.
Technical Competencies
Portfolio Management, Financial Controls, Risk Management, Benefits Realization, Power BI, Excel, MS Project, EPM/PPM, Reporting and Analytics.
Behavioral Competencies
Leadership, Communication, Negotiation, Stakeholder Management, Analytical Thinking, Accountability, Customer Focus.
Skills Required
- Bachelor’s degree in IT, Computer Science, Engineering, or a related field
- 3–7 years of experience in PMO, P3O, project controls, program management office, service delivery, or portfolio governance
