The primary objective of this engagement is to serve as the IT Project Manager for the Bureau of Community Health Systems (BCHS), leading the implementation of an EHR for 59 SHCs and clinical staff in BCHS, the Bureau of Immunizations (BOI), and the Bureau of Communicable Diseases (BCD).
The Project Manager is a 'senior' level resource with specialized knowledge and experience in EHRs, health informatics, and health IT. The PM will have proven experience leading large-scale projects to successful implementation and experience with planning around organizational change management (OCM).
REQUIREMENTS:
- The successful candidate will have experience with the implementation of an Electronic Health Record (EHR) system where the customer was employing a paper-based charting system.
- Possess Project Management Institute (PMI) Project Management Professional (PMP) certification for a minimum of '5' years, MUST UPLOAD A VALID COPY OF PMP CERTIFICATION WITH CANDIDATE SUBMISSION.
- Must currently reside in PA. OUT OF STATE CANDIDATES WILL NOT BE CONSIDERED.
- Participate with Program Office staff in off-site meetings (i.e., State Health Centers), if required/requested.
- Seven (7) to nine (9) years of relevant Project Management experience proving they have/can perform the role effectively.
- Experience with organizational change management (OCM) with independent customers is preferred.
- Experience with EHR and/or EMR, health informatics, and health IT.
- Directs, administers, manages, and facilitates enhancement(s), re-engineering of a business process(es) for a developmental project.
- Ultimately responsible for the HHS DOH program implementation. The PM’s primary responsibility is to drive the entire effort from start to finish. The PM must ensure that the project is completed on schedule, within the defined budget and that the final product meets the business, technical, and established quality requirements.
- Familiar with the five (5) phases along with inputs/outputs identified by the Project Management Institute (PMI) that combine to turn a project idea into a working product. The PM will need to rely on their proven experience leading projects to a successful implementation, and their judgment, to plan and accomplish goals. Strong interpersonal skills are required when consulting with the program area and various IT teams to define requirements and to analyze and resolve problems, ensuring collaboration and agreement with recommended solutions.
Skills Required
- Active PMI Project Management Professional (PMP) certification held for at least five years; a valid copy must be submitted
- Currently resides in Pennsylvania
- Seven to nine years of relevant project management experience
- Experience implementing an Electronic Health Record system for an organization transitioning from paper-based charting
- Experience with EHR or EMR systems, health informatics, and health IT
- Experience leading large-scale projects through successful implementation
- Ability to manage projects from initiation through completion, including schedule, budget, scope, requirements, and quality
- Strong interpersonal, consulting, collaboration, problem-solving, and stakeholder-management skills
- Familiarity with the five PMI project management phases and their inputs and outputs
- Experience with organizational change management involving independent customers
- Availability to participate in off-site meetings at state health centers when required
