Introduction to role
With more projects than ever underway with Heathrow Airport, we wish to further develop our engineering design and delivery capability with the addition of a senior engineering management role. The Projects Engineering Manager - Baggage Systems Design Authority will provide overall ownership and accountability of the technical solution design of each project from sales phase through to final acceptance and beyond. Alongside the Engineering Project Leaders and Managers who are accountable for the design and delivery of specific projects.
Role Responsibilities
The PME will operate across the portfolio to champion the Customer’s needs, protect the delivery of customer benefits and operational resilience whilst driving quality and ensuring adherence to the scope of the projects. The PME will facilitate the technical integration of the project-led changes across the baggage systems to ensure overall efficacy of the projects’ delivery, and to protect the baggage operation, its resilience and performance. The PME will also be actively supporting a safe working environment by championing, encouraging, and leading by example, a safety-first culture. Supporting and sharing safety learning.
Your responsibilities and activities will include:

Ownership of the technical solution design and delivery, ensuring robust systems are in place for the following:
The creation of our solution designs that are safe to implement, are serviceable in use, economical to build and maintain, comply with the objectives of sustainability, have due regard for the environment, and meet their intended function and performance

Consistent application of Engineering Plans, Issues and Risk Register on every project

Manage the process for the allocation of resources to the projects and to manage the certification of our systems design for conformity and compliance against customer and statutory requirements

Coordinate and oversee multi-disciplinary Technical Design Reviews for all projects at suitable intervals, ensuring that the principals of “Safety by Design” and “Circular Economy” are applied throughout the design development stage

Standardised approach to design and buildability reviews and formally recording comments from internal and external stakeholders

Standardised approach to identify errors or omissions and compliance with standards

Demonstration of our commitment to the delivery of the “Heathrow 2.0: Connecting People and Planet” sustainability strategy, and the relevant customer design stage Environmental and Sustainability requirements

Accountable as the senior duty holder electrical engineering for design under the Electricity at Work act

Overall accountability of Scheme Design and Production Design function for allocated projects

Challenging the team on design methodology of solutions for mechanical, electrical and control systems

Ensuring design teams are integrated across projects

Ensuring teams are implementing lessons learned in our solutions

Approving designs, submissions and certificates of compliance

Feeding back and working with the wider PME and PLE teams to ensure competency is maintained within discipline for mechanical, electrical and control systems

Ensuring compliance with UK statutory requirements

Overall accountability of baggage systems design

Overall PME technical lead and customer champion
Role Qualification and Skills
-
Knowledge from a systems design and build perspective, with a depth of technical knowledge in mechanical, electrical or control systems perspective

Evidence in working in a technical project leader role, familiar with scope, planning, budget and risk & opportunity management

Previous exposure of speaking with both the customer’s language and that of the engineers' team
-
Pragmatic attitude and be able to balance quality, time, cost and technology
-
Delivery focused with a determination to achieve our commitments
-
Ability to coach and support employees to get the best out of themselves
Previous experience in a matrix management environment

Confident in driving change to adopt best practice, high quality in our designs

Chartered Engineer registered with UK Engineering Council or similar professional body
