Job Description:

Leadership

Demonstrate World Vision’s core values, vision, and mission.

Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant project staff. Mentor, coach, and provide opportunities for the professional growth of staff that directly report to this position.

Create a learning environment in which staff within their assigned roles regularly reflect, learn from mistakes, and use lessons for personal growth and to revise work plans to improve mission impact.

Ensure that staff and partners understand and follow the World Vision (WV) child protection policy and that awareness-raising on child protection, response and incident reporting is occurring.

Provide leadership and direction to the overall project staff.

Poster excellent Project management, coordination as well as quality budget management. 

Prepare DIP/ short-termed DIP as per project timeline and act on this and take necessary supports from ZM/OD and implement.

Closely work and connect with HR, SCM and Finance for staffing/volunteers, Procurements and Budget burn rate related matters and get supports from ZM (if necessary).

Following the agreed upon plan of action, implement the program to schedule, reporting any delays and deviations and troubleshoot as is appropriate.

Monthly basis study / monitor budget burning and take necessary action plan for Quality Budget burning and end the project with 100% or 99% budget burns.

Arrange weekly catch up calls for the project engaging relevant internal depts (P&C, SCM, Finance, GAM, ZM,….) etc and take action plans to implement

Discuss with Finance on Budget related matters (if there is need to fix charging codes/ timely posting the bills/ clean bills with SCM and be sure that all Bills are cleared and NO Pending.

Participate in the assessment of community needs and resources, collection of base line data to assist in project implementation.

Initiate and manage the beneficiary registration and verification processes.

Plan and monitor all field activities, i.e. appointments, meetings, distributions, monitoring, and beneficiary follow-ups.

Coordinate with M&E team to act on monitoring recommendations for Food, Cash and GIK interventions.

Work closely with the Supply chain department to ensure timely procurement and delivery of project resources.

Ensure accurate paperwork is provided for processing of vendor payments.

Ensure proper coordination with sectorial departments, DoEc are sone properly.

Making sure that works are being done as per plan, quality, timeframe and scope.

Make sure that internal coordination with relevant departments have been done timely and recorded.

Make sure that monthly financial reports of the project budget is checked, corrective actions are taken and intensive following up is on the place.

Make sure field visits and monitoring.

Closely work with Internal and External Stakeholders coordination and collaborations including Project Registration and MoU managements:

Pro-actively share your Recruitment plan with P&C to start the Recruitments beforehand and get them on-boarded timely.

Share the projects Procurement plans and follow up with the Purchases with SCM to smoothly operate activities.

Bring to attention to Resources development manager/ZM/OD for any need to Re-programming based on spending status / NCE issues.

Share Monthly Operations plans to MEAL team every month to better monitor our operations in the field and get brief report and take action to resolve MEAL recommendations timely.

As per need consult and engage Admin team, Security and other departments wherever necessary in order for smooth implementations.

Closely follow up with internal departments and get the things rolling on and if necessary, escalate them to ZM/ OD/ND level to get support, still be objective focus and implement timely.

Be sure the project is Registered online and have the MoUs from relevant ministries and collaborated well in provincial level relevant department.

Ensure the 6 monthly Projects reports are submitted to MoEc and other relevant depts /ministries in both Provincial and Kabul level.

Coordinate and engage with external stakeholders/ DfA as per need through Zonal Manager/ his/her delegate on project implementations

Escalate if there is/are any issues and challenges with external / internal issues in case this needs to OM/ORD through Zonal Manager

Make sure you get connected with communication department for any success stories needed.

Make sure, sectorial departments coordination meetings are being done on the ground.

Lead, Guide and Support Project team closely to maintain motivations and effective working environment that is conducive for timely implementations.

Proactively start the recruitment process and get the required team on-boarded timely with no delay.

Properly take the team through orientation process on their basic jobs to support well on operations.

Coach and mentor weekly / bi-weekly basis as per need to maintain motivations in the team.

Ensure that any issues/ conflicts in the team/ individual are fixed quickly with support of PnC and ZM.

Plan well for Project phase out as per organizational standards and consulting with Zonal Manager /Ops Director.

Make sure that every staff well aware of his/her jobs and responsibilities.

Make sure equitable behaviours are among staff and working area.

Create a friendly environment among the staff and try to create the sense of ownership for every single staff in the project.

Documentation and Reporting Excellence:

Ensure proper documentation of project processes is upheld, i.e. distribution plans, beneficiary lists, voucher requisition, distribution reports, BDLs, field visits reports, success stories, interventions photos, videos, working with all stakeholders.

Prepare and submit timely and period reports (monthly, quarterly), management reports, and other reports as needed.

All information, data and reports generated in this project belong to WVI. Therefore, it is mandatory to take care all the information especially the key documents and back up the information on regularly basis.

File all contracts and agreement with communities.

Under the guidance of MEAL unit, establish the Complaints response mechanisms (CRM) at community level.

Handle community complaint promptly and responsibly. Ensure all complaints are registered and filed. Record action taken to resolve complain.

Facilitate installation and maintenance of data management systems –and ensure that the responsible staff are adequately trained and supervised.

Capture successes / success stories of the projects and get them documented with support of MEAL team and Communications team.

File the Projects legal documents (Project Agreement, Registration and MoU documents) and preserve hard copies to Zonal Manager and OD.

Adhere to WV accountability standards.)

Ensure full compliance with WVI’s Accountability Frameworks, Safeguarding Policies, Code of Conduct, and donor requirements by actively participating in AAP mandatory trainings and integrating accountability mechanisms into all project activities.

Conduct meaningful AAP community engagement and sensitization during field visits, including distribution of CFM cards to beneficiaries and facilitating awareness sessions on the feedback and complaints mechanism throughout project implementation.

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or

Certification

Degree in Project Management, Development fields, humanitarian field, social sciences, Livelihoods, Engineering, or any fields from a recognized college / university

Training certificates in project management, budget management, 

Strong understanding of multiple guidance and previous experience working with different funded projects

Report writing, monitoring and supervision skills

Familiarity with and a supportive attitude towards processes of strengthening local organisations and building local capacities for self-management

Willingness to undertake regular field visits and interact with different stakeholders,

Strong leadership and management skills

Strong mediation and conflict resolution skills

Ability to productively, effectively work across organizations, locations, and cultures.

Excellent (local languages Dari and Pashto)  (Ability to express ideas clearly both in written and spoken English)

Strong analytical skills

Required Professional Experience

Minimum of 4 years of leadership experience in multi sectorial (WASH, Health, Nutrition, Agriculture, livelihood, Protection and Education), multimillion grant project management roles, within a dynamic humanitarian context (preferably within all over WVI projects and operation areas (Ghor, Badghis, Faryab and Herat operational locations-plus some other new areas-operations may cover under WVI)
