Project Manager (Contract) – Judicial SystemsLocation: Maryland (Statewide – Circuit Courts)

We are seeking an experienced Project Manager to lead planning and coordination activities for a statewide project involving all 24 Maryland Circuit Courts. This contract role is responsible for developing a comprehensive project workplan and supporting structured data collection efforts in collaboration with the Administrative Office of the Courts (AOC). We are in the bidding phase of this contract.
Key ResponsibilitiesDevelop a detailed project workplan outlining the proposed approach to successfully complete the project, including:
- A project timeline identifying key milestones and deliverables
- A stakeholder engagement strategy coordinating participation across court leadership and staff
- A clearly defined data collection approach
- An estimated schedule of activities aligned with project phases
Review and assess existing documentation provided by the AOC for all 24 Maryland Circuit Courts
Design and implement structured data collection methodologies based on assessment findings
Coordinate project activities, dependencies, and communications to ensure alignment with scope, schedule, and project objectives
Collaborate closely with AOC leadership and project stakeholders to validate plans and incorporate feedback
Track progress against milestones and ensure timely delivery of required outputs
- 5+ years of experience as a project manager, preferably supporting public sector, judicial, or justice‑related initiatives
- Demonstrated experience developing project workplans, schedules, and methodologies
- Strong understanding of stakeholder coordination and engagement strategies
- Experience reviewing existing documentation and translating it into actionable project plans
- Excellent organizational, analytical, and communication skills
- Experience supporting statewide or multi‑jurisdictional projects
- Familiarity with court systems, judicial operations, or government environments
- Experience managing projects involving data collection, analysis, or process documentation
- Work may involve coordination across all 24 Maryland Circuit Courts
- Deliverables must align with Maryland Judiciary standards and timelines
