Position Objective

We are seeking an experienced Project Management Lead/Project Manager with strong leadership, stakeholder engagement, and process management skills to co-lead this large-scale digital transformation project. The role requires on-ground leadership, active collaboration with the core project management team, and high accountability for delivery excellence in a challenging and culturally distinctive environment.



RequirementsRequired skills and Qualifications 
  • Bachelor’s degree in Computer Science, Information Systems, Business Administration, or related field.
  • Minimum 10 years of progressive project management experience, with at least 5 years experience in the implementation of Tax/Revenue Administration Projects is a must. 
  • Experience of managing large-scale public sector IT projects
  • Demonstrated ability to deliver multi-million-dollar, donor-funded programs (World Bank, AFDB, UN, etc.).
  • Strong command of project governance, risk management, and process improvement frameworks.
  • Proven success in managing diverse, multicultural teams and complex stakeholder ecosystems.
Desirable
  • PMP®, PRINCE2®, or equivalent certification.
  • Experience with fiscal, revenue, or financial management systems 
  • Prior exposure to working in fragile or post-conflict environments.
  • Familiarity with government reform or capacity-building initiatives in East Africa or similar regions.

Key Responsibilities
Project Leadership & Governance
  • Co-lead project planning, execution, monitoring, and closure in line with World Bank and client requirements.
  • Oversee project progress, ensuring adherence to scope, schedule, budget, and quality standards.
  • Establish and maintain effective project governance structures, including steering committees and working groups.
  • Maintain comprehensive project documentation, dashboards, and progress reports for internal and external stakeholders.
Stakeholder & Customer Engagement
  • Serve as the primary liaison between Techno Brain, the Ministry of Finance, and other project stakeholders.
  • Build and sustain strong relationships with government officials, donor agencies, and local partners.
  • Manage stakeholder expectations through transparent communication and timely reporting.
  • Lead client workshops, reviews, and steering meetings to ensure alignment on goals, priorities, and risks.
Process & Delivery Management
  • Implement and enforce structured project management methodologies (PMBOK, PRINCE2, Agile, or hybrid).
  • Drive issue and risk management processes, ensuring timely escalation and resolution.
  • Track key deliverables and dependencies across all project phases.
  • Champion process optimization, documentation, and quality assurance within the project lifecycle.
Team & Resource Coordination
  • Collaborate with cross-functional teams (technical, domain, and support) to ensure smooth project delivery.
  • Provide leadership, mentorship, and guidance to project team members.
  • Coordinate with Techno Brain’s regional and corporate functions for administrative, financial, and logistical support.
  • Foster a results-oriented, collaborative work culture.
