Role Overview

We are seeking an experienced Project Leader to manage and deliver complex, high-profile IT initiatives. This role focuses on leading business transformation projects, ensuring successful delivery across scope, timeline, budget, and quality while adhering to established public-sector project management frameworks and standards.

Key Responsibilities

• Provide project management leadership for multiple large-scale initiatives
  
• Ensure deliverables meet business requirements within scope, time, and budget
  
• Engage senior stakeholders and manage relationships with internal and external partners
  
• Lead business planning, strategy development, and funding initiatives
  
• Develop and maintain integrated project plans, schedules, and timelines
  
• Manage project resources, including cross-functional teams and external consultants
  
• Resolve conflicts related to resources, scheduling, and priorities
  
• Develop and oversee complex budgets, forecasts, and financial reporting
  
• Produce project status reports for senior leadership and stakeholders
  
• Monitor risks, issues, and critical path activities, and implement mitigation strategies
  
• Manage change requests and support governance processes
  
• Support business transformation and organizational change initiatives
  
• Ensure knowledge transfer and documentation is completed
  
• Facilitate stakeholder meetings, steering committees, and reporting forums
  
• Apply project management methodologies and promote best practices
  

Qualifications

Core Experience

• 10+ years of experience leading complex IT and business transformation projects
  
• Extensive experience with SDLC methodologies: Waterfall, Agile, DevOps, and Iterative
  
• Proven ability to lead cross-functional teams including analysts, developers, and testers
  
• Experience delivering large-scale IT solutions (web, cloud, APIs)
  
• Strong expertise in project planning, budgeting, and stakeholder reporting
  
• Demonstrated ability to manage risks, issues, and deliverables at an executive level
  
• Experience with business process transformation and re-engineering
  
• PMP certification is an asset
  

Technical Skills

• 10+ years working with web-based and cloud-based technologies (Java, .NET)
  
• 7+ years working in Agile environments (Scrum preferred)
  
• Experience with tools such as MS Project, Jira, Planview, or Azure DevOps
  
• Hands-on knowledge of cloud platforms (Azure, Kubernetes, Docker, OpenShift)
  
• Experience with application servers and enterprise environments
  
• Familiarity with business architecture and process modeling techniques
  
• Understanding of Information Management principles
  

Public Sector & Healthcare Experience

• 7+ years working with public sector or healthcare organizations
  
• Knowledge of enterprise architecture frameworks and governance processes
  
• Experience delivering large healthcare IT systems and services
  
• Understanding of regulatory compliance (FIPPA, PHIPA, MFIPPA)
  
• Experience working within structured government methodologies and frameworks
  

General Skills

• Strong leadership, communication, and stakeholder management abilities
  
• Excellent analytical, problem-solving, and decision-making skills
  
• Proven ability to manage multiple priorities under tight deadlines
  
• Strong negotiation, facilitation, and relationship-building skills
  
• Highly organized, detail-oriented, and adaptable team player
  
• Eligible for government security clearance
