Leidos is seeking a leader to lead a mission-critical project team on a large, complex mission-critical program whose purpose is to develop, modernize, enhance, operate and maintain services for Customs and Border Protection (CBP) systems. This Project Lead will oversee a talented team to develop, modernize, enhance, operate and maintain services for CBP border enforcement and mission support systems.
This program develops applications using agile methodologies, and software development technologies and practices for scaled DevSecOps. The project teams help optimize performance in the cloud, enhance capabilities while sustaining legacy systems, and automate and evolving with AI/ML to continue to modernize the systems. In addition to the applications, there is a strong focus on user experience and security. The enterprise portfolio supported by the project teams includes more than 40 systems inclusive of low-code/no-code, COTS, ERP, and custom systems including Salesforce, Service Now, Maximo and other systems for asset management, case management, and other applications to serve the various end users. The Project Lead will be a key member of the program leadership, with visibility to corporate executives to ensure ultimate success of the program team.
Primary Responsibilities:

Oversee contractor staff working on applications and systems within the Customs and Border Protection (CBP) OIT organization

Responsible for the development, modernization, enhancement, operation, and maintenance of ~40 applications and systems that are critical to the execution of the CBP mission.

Liaise with CBP branch chiefs and senior program management to provide strategic advice, planning, and guidance on maintaining, modernizing, and migrating portfolio applications and systems into the cloud.

Provide the internal voice of the customer and will work with the customer to understand, prioritize, and communicate their needs to application/system product owners, and to manage and prioritize the capabilities and features added to the customer's portfolio.

Develop the technical vision and roadmap for the applications/systems in the CBP portfolio and convert CBP strategic objectives into portfolios capabilities.

Introduce agile practices into the existing application/system development and O&M organizations.
Basic Qualifications:
-
Bachelor’s Degree and 12+ years of relevant experience and at least 5 years of experience managing teams in an IT environment of similar size and scope

Experience with Agile development methodology and SecDevOps .

Experience integrating cloud-based services to deliver cost-effective scalable, resilient, and performant solutions.

Experience delivering containerized solutions that follow microservice architecture.

Strong leader with excellent communication skills

Experience working with customer to prioritize portfolio activities and initiatives to deliver the most value to their mission

Must complete a CBP Background Investigation.
Preferred Qualifications:

Experience managing multiple software development teams concurrently

Experience delivering IT solutions for government organizations like DHS or CBP

Education & Experience:
-
Requires a BS or equivalent experience and 12+ years of prior relevant experience or Masters with 10+ years or prior relevant experience.

7+ years of experience supervising or leading teams or projects.

Pay Range:Pay Range $144,300.00 - $260,850.00
