Project Engineer

The New York City Department of Design and Construction (DDC) Law Division seeks a Project Engineer to assist with the review, analysis, tracking, and resolution of construction contract disputes, delay claims, and other project-related matters. The selected candidate will work closely with attorneys, engineers, consultants, project management staff, engineering audit and other agency personnel in supporting the Agency’s construction claims and dispute resolution functions.
The Project Engineer will assist with the review and evaluation of contractor claims and disputes, including Contractor Requests for Commissioner Determinations, Notifications of Delay, requests for extensions of time, contractor default matters, and other claims arising under the New York City Standard Construction Contract or other applicable City contracts. Responsibilities will include reviewing contracts, schedules, progress reports, correspondence, change order documentation, audit findings, payment records, and other project records; identifying relevant factual and contractual issues; obtaining additional information from project teams and contractors; and assisting in the preparation of recommendations, determinations, correspondence, and other claim-related documents. The Claims Engineer will need to particularly assist attorneys and senior engineering staff with technical review and factual development of disputes and claims.
The Project Engineer will also support the Law Division with project close-out matters, including identifying and tracking outstanding claims, disputes, time-extension issues, final payment matters, and other contractual issues that may affect project completion and close-out. The position will coordinate with project teams, engineers, auditors, attorneys, and other agency personnel to obtain information and documentation necessary to resolve outstanding project matters.
Additional responsibilities will include coordinating and tracking inquiries and requests for information or records, including inquiries received from the New York City Comptroller’s Office, New York City Law Department, and other City offices. The Project Engineer will assist in preparing agency responses, compiling project and contract records, developing claim chronologies and factual summaries, and providing technical and project information to agency counsel and litigation personnel. The selected candidate will also perform various administrative and case-management functions necessary to support an efficient claims operation, including the preparation of claim summaries, status reports, spreadsheets, metrics, and other management reports.
The Project Engineer will work under the direction of DDC Law Division’s management and senior attorneys and will collaborate with attorneys, engineers, project managers, auditors, and administrative staff. The position requires strong organizational and analytical skills, attention to detail, the ability to review and synthesize large volumes of project-related documentation, and an interest in construction contracts, claims, and dispute resolution.
Additionally, educational credentials must be from a U.S. Department of Education-recognized accredited institution. Credentials from foreign institutions require independent equivalency verification from an approved evaluation service. ASSOCIATE PROJECT MANAGER - 22427

One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:
1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or

2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.
In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
