Role description:

Arcadis is seeking a Project Director - Roads & Highways to join our growing transportation infrastructure team. This leadership role is responsible for directing the successful delivery of complex road and highway projects across Ontario, with accountability for client outcomes, schedule, quality, budget, risk management, and health and safety. The successful candidate will bring proven experience leading multidisciplinary teams on major transportation infrastructure assignments, including highway planning, design, pursuit, and delivery programs for provincial, municipal, and private-sector clients.

Reporting to the Ontario Roads & Highways leadership team, you will provide strategic direction to project managers, technical leads, and delivery teams, while strengthening client relationships, commercial performance, and overall project excellence across the Ontario transportation market.

Role accountabilities:

In this role, you will lead the delivery of complex roads and highways projects and programs, ensuring work is executed in line with Arcadis Project Management procedures, quality requirements, and best practice delivery principles. You will provide strong leadership and technical direction to multidisciplinary teams, fostering a culture of safety, accountability, collaboration, and high performance. By clearly communicating project strategy, client requirements, and delivery expectations, you will align teams around shared goals and help drive consistent excellence across Ontario’s roads and highways portfolio.

You will oversee the financial, operational, and governance frameworks that underpin successful project delivery, including forecasting, monitoring, change management, risk management, resourcing, and performance reporting. Y

You will also support the mobilization and management of project resources, suppliers, and sub-consultants, while implementing strategies, tools, and controls that improve consistency, efficiency, and delivery performance. A strong commitment to health and safety will be central to the role, with responsibility for promoting safe outcomes across design and delivery activities.

Additionally, you will build and manage strong relationships with senior internal and external stakeholders, including Ontario transportation clients, government agencies, municipalities, contractors, and delivery partners. Working closely with clients and internal stakeholders, you will be accountable for achieving project success criteria across cash flow, margin, quality, schedule, risk, and health and safety. You will help shape pursuit strategies, support sound contractual arrangements, and ensure strong commercial and contract management with minimal claims exposure. Through proactive client engagement, you will strengthen relationships, respond to feedback, identify opportunities for growth, and help position Arcadis for repeat business and long-term success in the Ontario roads and highways market.

Qualifications & Experience:

  • Relevant civil engineering, transportation engineering, construction, project management or related degree
  • Professional Engineer of Ontario (PEng), Chartered status or equivalent professional accreditation
  • Experience in leadership roles on complex roads, highways, and transportation infrastructure projects or programs
  • Proven experience delivering highway planning, preliminary design, detailed design, design-build, or alternative delivery projects in Ontario or Canada
  • Strong commercial knowledge, including contract conditions, risk management and project financial controls
  • Demonstrated ability to deliver full-service, complex projects while ensuring strategic client outcomes
  • Extensive stakeholder management and client relationship experience with transportation agencies, municipalities, and delivery partners
  • Track record of leading multidisciplinary teams across multiple geographic locations
  • Demonstrable expertise working collaboratively with technical disciplines and project delivery teams
  • Strong understanding of roads and highways standards, approvals, procurement models, and project delivery environments

The salary range for this position is $131 120 - $196 680. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
