Project Controls Manager

Your Mission
As a Project Controls Manager – Growth Projects at Vopak North America, your mission is to enhance Project Execution Excellence throughout the US and Canada Business Unit (BU) to Industry Best levels. Your goal is to establish project control tools that provide a benchmark for success, while analyzing project performance, forecasting, and status reporting to aid in critical strategic decision-making.
What will you be doing?
System Implementation & Oversight: Develop, implement, and execute all cost control, reporting, scheduling, planning, and progress measurement procedures across all Business Unit Growth projects.
Data & Benchmarking: Maintain project controls data specifications (CBS and WBS levels) and a project database to support accurate estimating, norms analysis, and benchmarking.
Tool Utilization & Reporting: Develop reporting formats using industry-standard tools (like Primavera P6, Oracle/Cleopatra, Data Studio) to enable proactive, informed intervention on project execution and deliver Monthly Project Status Reports.
Risk Management: Participate in Growth project risk identification sessions and implement a risk evaluation process utilizing quantitative Monte Carlo analysis approaches.
Project Lifecycle Support: Act as the primary project controls support for all BU projects in the FEL-1 and FEL-2 stages, and ensure appropriate project controls resources are assigned for FEL-3 and Execution stages.
Governance & Auditing: Provide oversight and audits of schedule and cost performance, tracking project performance to support required interventions with BU Project Managers.
Global Collaboration: Interface with Global Projects to contribute to the continuous improvement of global standards, tooling, templates, and procedures standardization.

Does this sound like you?
You have a Bachelor’s Degree in Engineering, Construction Management, or other related field professional and intellectual level.
You have 10-15 years of relevant work experience in project controls for large industrial projects, with at least 5 years as a project controls leader.
You are proficient in English (excellent written and spoken communication skills).
You possess strong analytical capabilities (with an affinity for data analytics/data science) and are familiar with Monte Carlo quantitative analysis software.
You have a proven capability to establish and manage project controls programs, balancing strategic leadership with hands-on execution in a lean, dynamic team environment.
You are an entrepreneurial, self-propelling leader who connects easily with the business, engages cross-cultural/generational stakeholders, and inspires people.
You possess (or are able to obtain) a TWIC (Transportation Worker Identification Credential) and have the ability to travel domestically (10-15%).

Work Environment
(Office staff only - does not go to terminal)
This employee generally works in an office environment, away from extremes of cold or heat. Limited to no exposure to noise and vibrations other than normal daily office sounds. The noise level in the work environment is usually moderate. The employee should not have regular exposure to fumes, odors, toxic conditions, dust or poor ventilation.

While performing the duties of this job, the employee is regularly required to walk, sit, speak and hear. The employee is required to stand, use hands to finger, handle, or feel; reach with hands and arms; the employee may be required, on occasion, to climb or balance, stoop, kneel, or crouch. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and ability to adjust focus. Employee may be required to travel by air, rail, bus, or car.

Skills Required
- TWIC (Transportation Worker Identification Credential) possession or ability to obtain
