The Port of Barcelona’s Muelle Sur Container Terminal is 100% owned by APM Terminals and has an annual throughput capacity of 1,560,000 TEU. APM Terminals is committed to major investments in further upgrading terminal infrastructure and container handling equipment over the coming years to enable the terminal to handle the largest container ships in service.
APM Terminals Project Execution has, in agreement with APM Terminals Barcelona, recently commenced the ramp-up of the corresponding, multi-year project with the main focus on the civil & electrical engineering deliverables (quay wall, land side rail beam and furniture upgrades). The main challenge of this project resides in the need to undertake simultaneous operations i.e. multi-shift, marine and land construction works in between and around 24/7 operational berths, within a very busy port area (incl. cruise terminals proximity).
The Project Controls Lead is a core project role, centered around the effective determination, understanding and communication of the project status to all stakeholders. The objectives of this position are therefore to set up, drive and be accountable for the project control and management structure, data, processes, tools and reports required to understand the past, current and forecast performance of the project. This enables the project team led by the Project Manager to drive decision making and for the organization, via the project Steering Committee, to oversee and steer where required.
Principal Accountabilities and Responsibilities:
General

Interact with all project, functional and terminal disciplines to align tasks and deliverables, and obtain the necessary information to establish an integrated overview.

Implement, maintain and drive the transparent application of APM Terminals’ Project Execution management approach, project control processes and toolsets (incl. SharePoint and PMWeb) by the project team and its engineering consultants, construction contractors and suppliers.

Develop, manage and maintain the scope, schedule, risk and budget documentation.
-
Develop and maintain the project’s Visual Management System (incl. the “war room”).

Facilitate the effective application of the cost and schedule management processes, the change management process (changes to scope, schedule and budget), the risk management process, project KPI management and reporting and the document management processes (incl. correspondence).

Ensure correct, complete and timely reporting: within the project team, to the project’s Steering Committee; and to other stakeholders (as required).

Act as primary point of contact for all project control systems (SharePoint and PMWeb) and be responsible for the user rights administration.
Controls & governance

Implement and uphold APM Terminals’ Project Execution control standards and templates in terms of scope, schedule, risk and budget documentation.

Ensure that APM Terminals’ Project Execution control standards are consistently supported or deployed by all parties/stakeholders involved in the project.
Communications

Ensure clear communication is maintained within the project and terminal teams in relation to all controls.

Meet regularly with counterparts of authorities, engineering and site supervision consultants, construction contractors and suppliers to maintain full alignment.
Interfaces

Work closely with the terminal team, Head Office and external stakeholders to ensure that dependencies from elements outside the project team’s direct responsibilities (e.g. operations, other enabling projects, terminal safety, commercial, legal, HR, commercial, etc.) affecting asset delivery are well understood, and all concerned parties understand the impact of their actions on asset delivery.

Close engagement with APM Terminals PMO department to ensure APM Terminals’ Project Management standards are implemented and followed pro-actively on the project by all team members.
CRITICAL QUALIFICATIONS/EXPERIENCE/SKILLS
Qualifications

Academic degree in an engineering or project management-based discipline (required).

Project management qualification/certification such as PMP, PMQ (preferred).
Experience
-
Minimum 8 years relevant experience on construction or other integrated projects.

Minimum 8 years’ experience in a project controls related role (i.e. cost, scheduling, risk, change management, document management etc).

Scheduling/planning in simultaneous operations environments (preferred).
-
Cost engineering/estimating/forecasting in marine civil engineering projects (preferred).
-
Supervision and line management of others in project controls roles (required).
-
Coaching and mentoring others across a team or broader functional business (preferred).

Working in a matrix organisation (required).

Contractor management experience (preferred).

Broad knowledge of FIDIC Contract Framework (required).
