Leads the implementation and delivery of a comprehensive range of PMO and Project Controls Services to support commissions and provide line management leadership and guidance for others disciplines within, PMO and Planning and the wider business as required.

Responsible for overseeing the quality of data and process adherence across project controls teams. This role involves managing budgets, costs, planning, scheduling, and reporting changes. The lead will ensure the implementation of client standards and processes, review financial claims, and manage the stage gate process. Additionally, they will provide leadership and direction to integrated teams, deliver timely feedback, and monitor work assignments. The role requires a strong understanding of project controls management, the ability to lead negotiations, and excellent attention to detail. The lead will also be responsible for risk management, reporting to stakeholders, and maintaining schedule baselines.
THE ROLE

  • Interface across the projects Project Controls Managers and project controls project teams to assure quality of data and process adherence. 
  • Technical professional with PMO and Project Controls management experience; 
  • General understanding of all aspects of Project Controls management, and promote value for money 
  • Day-to-day operation of Project Controls Management 
  • Report functionally to the Director of Project Controls department and operationally to the PMO Project Director 
  • The preparation and maintenance of the Project Controls management processes, including updates, and obtaining approval 
  • Establishing, managing and monitoring budgets, costs, planning/scheduling, management/reporting of changes and providing oversight, guidance, direction and escalation
  • The development and implementation of budgets, coding structures and baselines to meet the project objectives and assure adherence to the policies and procedures of the Government Entity.
  • Establishing an understanding and implementation of the existing client standards and processes & recommended tools, for development and use on the Stadium Development Program 
  • Prepare the project control department’s knowledge transfer program which includes comprehensive on-the-job training 
  • Adhere to the department operating structure based on client methodology and in alignment with government entity structure 
  • Implement and manage client standard project controls processes and procedures ·
  • Review financial claims provided by contractors, consultants, supervisors, designers and any other contract under the supervision of the project management consultant. The consultant shall assure these claims applications, in matters of the approved quantities and specifications, and in the required quality. The consultant shall also report these claims to the owner, on a monthly basis, after reviewing and assuring their correctness, then recommend their approval. 
  • Manage the stage gate process on the MoS program and projects. 
  • Responsible for the stage gate schedule validation. 
  • Ensure that projects provide input to monthly dashboards 
  • Prepare Benefits Map and Benefits Realisation 
  • Review, validate and consolidate project monthly dashboards and reports, and raise any issues and concerns 
  • Issue project dashboards and reports to concerned internal and external stakeholders
  • Provides senior leadership in the area of Baseline and Change to program management leads that are dedicated to each of the program delivery units
  • Change Management function for design and construction
  • Technical professional with Baseline, Scope and Change management experience;

  • The preparation of the Baseline and Change Management Plan, including updates, and obtaining approval
  • Implementation of the Baseline and Change Management Plan to operate within the governance of program.
  • The development and implementation of baseline approvals and change process to meet the project objectives and assure adherence to the policies and procedures of the Government Entity.
  • Establishing the understanding, communication and implementation of the existing client standards and processes & recommended tools, for development and use on the Stadium Development Program
  • Assess the capability of Government Entity existing baseline and change staff and assign appropriate roles and responsibilities.
  • Prepare the baseline and change management methodology for knowledge transfer program which includes comprehensive on-the-job training
  • Implement client standard project controls processes and procedures 
  • Own the baseline and change metric reporting

THE INDIVIDUAL
  • Working knowledge of current methodologies & tools related to managing projects ;
  • Able to lead negotiations with third parties as the Project Controls specialist;
  • Able to respond to client / stakeholder requests effectively & sensitively; 
  • Excellent attention to detail & able to validate & check data and reports, recording & reports produced, providing basic commentary & analysis 
  • Establishing and maintaining the schedule baselines and ensure project control mechanisms are in place to monitor performance.
  • Delivering intelligence and updates on change management.
  • Reporting to stakeholders, internal and external.
  • Working closely with the client, sub consultants and main contractors.
  • Reviewing overall project status with the project management team and recommend corrective action where necessary.
  • Risk management and reporting.
  • Demonstrating a clear, systematic approach to solving complex issues and can communicate solutions in an effective, efficient, high-level manner.
  • Evaluating and reporting on all scheduling, cost and change controls for this scheme in conjunction with the PMO and projects
  • Must be amenable to be assigned in any of the following work locations: Rizal or Laguna
