Job Description

We have an opening for a qualified Project Controls Analyst who will perform implementation and maintenance of cost, schedule, and earned value data, including data analysis and preparation of routine and specialized reports. This position primarily supports the Weapons Infrastructure and Capability Based Investment programs in the Nuclear Security Engineering Division (NSED) within the Engineering Directorate.

This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.

These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Coordinate with program teams to develop and maintain detailed, resource-loaded schedules that will support earned value reporting. Identify, implement and document baseline change requests (BCRs) following programmatic requirements.
  • Interface with designated counterparts for specific planning and schedule tasks/earned value presentations including participating in project meetings, collecting progress data, coordinating the development of monthly forecast budgets, and revising project plans.
  • Work with program team members to proactively obtain, update, review and analyze monthly schedule status.
  • Prepare, analyze, review, and document program performance measurement and cost variances according to established process, procedures, and monthly business rhythm.
  • Prepare and ensure the accuracy of the program reporting deliverables, including performance data supporting sponsor reporting requirements.
  • Develop maintain, and apply and suggest improvements to established project controls procedures and processes as needed.
  • Prepare and create ad hoc reports for multiple projects; pull information from various sources into presentations or other communications.
  • Access and apply laboratory financial system and data to support program earned value reporting and analysis.
  • Perform all assignments in accordance with ES&H, security, and business practice requirements and policies.
  • Perform other duties as assigned.

Additional job responsibilities at the Q01.3 level

  • Lead development and maintenance of integrated, resource-loaded site schedules to support earned value reporting. Identify, implement and document baseline change requests (BCRs) following programmatic requirements.
  • Prepare and analyze project performance data and baseline planning reports. Identify trends, cost variances and recommend corrective actions.
  • Create, develop and maintain project controls procedures and processes as needed.
  • Work with Control Account Managers and project leadership on schedule and earned value reporting, monthly budget forecasts, and change control.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship
  • Bachelor’s Degree in relevant functional discipline or equivalent combination of education and related experience.
  • Intermediate knowledge and experience with implementing project controls functions; including developing baselines along with cost and schedule analysis (critical path analysis
  • Intermediate knowledge and experience with Microsoft Office tools including spreadsheet and presentation software, preferably Microsoft Excel.
  • Intermediate knowledge and experience using Primavera P6 and utilizing Excel for financial management.
  • Experience working effectively on multiple projects simultaneously.
  • Ability to solve problems using established work processes and procedures with appropriate guidelines.
  • Ability to maintain professionalism and accuracy while supporting interruptions in a dynamic working environment.
  • Effective written and verbal communication skills. with multidisciplinary team members and project managers.

Additional qualifications at the Q01.3 level

  • Experience with leading project controls functions; including developing baselines and cost and schedule analysis (critical path analysis).
  • Advanced knowledge and significant experience using Primavera P6
  • Experience evaluating project performance, conducting trend and forecast analyses; calculation and analysis of cost and schedule variances; and root cause analysis, including preparation of recovery or corrective action plans, identify potential risk areas.
  • Experience preparing complex monthly project performance analysis, schedule status reports, and any additional project documentation as required through all phases of project lifecycle.

Qualifications We Desire

  • Experience and knowledge of project controls functions, including cost control and cost analysis, and planning and scheduling functions, including schedule development, control, and analysis.
  • Project Management Professional (PMP) certification or Certified Associate Project Management (CAPM) certification.

Pay Range

$95,820 - $140,712 Annually

$95,820 - $117,312 Annually for the Q01.2 level

$114,900 - $140,712 Annually for the Q01.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.
