Position Summary

The Project Controls Analyst provides project controls support throughout all phases of the project lifecycle, including planning, design, procurement, construction, commissioning, and closeout. This role supports complex capital projects for federal agencies, the Department of Energy (DOE), the Department of Defense (DoD), national laboratories, and other public and private sector clients.

Working independently on moderately complex assignments, the Project Controls Analyst develops and maintains integrated cost and schedule controls, supports budgeting and forecasting activities, performs project performance analyses, and prepares reports that support informed decision-making. The role collaborates with project managers, engineering teams, contractors, and client stakeholders to monitor project performance, identify risks and trends, support change management activities, and recommend corrective actions. The ideal candidate possesses a strong understanding of project controls principles, cost engineering, scheduling, forecasting, and project controls systems.

Organizational Responsibilities 

  • Develop, implement, and maintain project controls procedures, tools, and reporting processes throughout the project lifecycle.
  • Develop and maintain project budgets, cost estimates, forecasts, cash flow projections, cost and schedule baselines, and engineering and construction schedules using Oracle Primavera P6.
  • Develop and maintain logic-driven schedules, Work Breakdown Structures (WBS), activity coding structures, and integrated cost and schedule controls.
  • Monitor project performance against approved baselines by identifying cost and schedule variances, trends, risks, critical path activities, and potential impacts to project delivery.
  • Perform cost and schedule forecasting, earned value analysis, trend analysis, what-if scenario evaluations, and other project performance assessments to support informed decision-making.
  • Evaluate project progress and incorporate updates into forecasts, performance metrics, and reporting.
  • Support change management and change control activities by evaluating project impacts and maintaining associated documentation.
  • Review contract documents to understand project scope, commercial requirements, scheduling obligations, and cost responsibilities.
  • Prepare project controls reports, dashboards, executive summaries, performance metrics, and other deliverables for internal and external stakeholders.
  • Communicate project performance, trends, risks, recommendations, and corrective actions through clear and concise reporting and presentations.
  • Collaborate with project managers, engineers, contractors, client representatives, and other stakeholders to validate project information, support project execution, and resolve project controls issues.
  • Identify opportunities to improve project controls processes, reporting, data quality, and overall project performance.
  • Apply project controls knowledge and analytical thinking to support project execution, problem-solving, and continuous process improvement.
  • Mentor and provide guidance to less experienced project controls professionals, as appropriate.
  • Demonstrate a strong understanding of PMA’s services, clients, and project delivery methodologies while supporting business development initiatives and identifying opportunities for growth.
  • Demonstrate initiative, sound judgment, strong organizational skills, attention to detail, and effective problem-solving while managing multiple priorities.
  • Perform other duties as assigned.

Qualifications

  • Minimum of five (5) years of experience in project controls, cost engineering, scheduling, cost management, or related project controls functions supporting engineering and construction projects.
  • Bachelor’s degree required in civil engineering, engineering, construction management, mathematics, data analytics, or a related technical or quantitative field.
  • A Master’s degree in a related technical or quantitative field may be considered as part of the candidate’s overall qualifications and relevant professional experience.
  • Experience developing and maintaining integrated cost and schedule baselines using Oracle Primavera P6.
  • Experience supporting project budgeting, forecasting, cost reporting, schedule analysis, earned value management (EVM), and change management activities.
  • Experience supporting DOE, DoD, federal, national laboratory, or other large-scale capital projects is highly desirable.
  • Experience supporting engineering, infrastructure, energy, research, manufacturing, mission-critical, or other capital projects is preferred.
  • Proficiency with Oracle Primavera P6, project controls software, cost management systems, and advanced Microsoft Excel.
  • Strong analytical, quantitative, organizational, problem-solving, and communication skills.
  • Ability to manage multiple priorities and work effectively in a fast-paced consulting environment.
  • Professional certifications such as PMP, CCP, PSP, EVP, PE, or similar credentials are preferred.

Additional Requirements
 
Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.
 
Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.
