General
Ensure accurate, independent, transparent and timely overall project controls (schedule, cost, risks) for the Group’s investments in the AMEI region throughout the development and execution and in full compliance with CIMS
Assess CAPEX, risks, schedule and progress metrics from E&C and Affiliate OPMs to ensure their accuracy and consistency
Conduct independent and robust analyses for CI EAMEI management, anticipating any deviation from cost and schedule targets
Assist OPDs and OPMs in complying with the investment governance process and in adherence to Group standard contracts, CI template and procedures
Foster “One team” mindset promoting joint efforts between CI-E&C, and champion a “single source of truth” to ensure transparency and resisting biases
Drive timely and accurate reporting at both the project and portfolio level
Lead the investment capitalization process
Specific to Development:
Ensure the proper identification of investment risks (business vs project)
Assist OPDs and OPMs in gates preparation ensuring that gate kit template is duly implemented
Challenge E&C proposals (CAPEX, schedule, contingencies) based on past knowledge and benchmarks
Verify that costs estimate assumptions and schedule assumptions are accurately traced
Ensure that schedule interfaces are identified, fostering E&C-Affiliate alignment
Support LBD in finalizing some GSA appendixes (schedule milestones, risks transfer/mitigation)
Reports / Work relations
The PCM has no direct reports. She/he supports the integrated Project Team from the B-meeting to the Handover to the Operations. Her/his main interfaces are:
CI EAMEI: the CI Development Director, the CI ET & AMEI Projects Director, the Business and Project Control Manager (BPCM), the Estimating and Benchmarking Manager (EBM) the Owner Project Development Lead (OPDL), the Owner Project Director (OPD)
Cluster/Affiliate: the Lead Business Developer (LBD), the Owner Project Manager (OPM)
E&C: the Proposal Manager (PM), the Project Scheduler (PS), the Cost Controller (CC), the Risk Manager (RM), the EMEA Project Controls Director
Skill Set / Knowledge / Expertise
Engineering degree
Extensive experience in planning, costs estimating and control, risk management, ideally from an Owner / Operator
Familiarity with different types of EPC contracts, including open book and lump sum
Good understanding of the Project Development and Delivery processes and governance
Strong analytical and synthesis skills
Rigorous and structured approach to work
Concise communication and good interpersonal skills
Good balance of analysis and action to effectively support CI EAMEI management in managing portfolio of AMEI projects
Leadership to ensure that criticalities are early identified and raised to decision makers attention
English fluency
