Contract Documentation & Project Legal Compliance
- Monitor, manage, and maintain project contract documentation, including consulting, construction, equipment supply, service agreements, and other related contracts.
- Review the completeness and validity of legal documents and payment dossiers in accordance with applicable regulations and internal procedures.
- Control contractual terms related to finance, payment, guarantees, advances, and final settlement.
Investment Cost Control & Payment Management
- Receive, review, and reconcile payment request dossiers submitted by contractors, suppliers, and relevant vendors.
- Verify accepted work volumes, invoices, supporting documents, and payment values against contractual terms.
- Track capital plans, disbursement progress, and investment costs by project and project component.
- Coordinate with relevant departments to process disbursements from investment capital, bank loans, or other funding sources.
- Monitor payables, advances, advance recovery, and contractor guarantees.
Project Accounting & Cost Monitoring
- Record all accounting transactions related to construction investment activities accurately and in a timely manner.
- Track investment costs by project, work item, and bidding package.
- Control cost accumulation, asset recognition, and cost allocation in compliance with accounting standards and current regulations.
- Coordinate the systematic filing and maintenance of accounting records and project documents for audit, inspection, and review purposes.
Final Settlement & Tax Compliance
- Prepare final settlement dossiers for completed investment projects in accordance with requirements from the Ministry of Finance and relevant authorities.
- Handle VAT refund dossiers for eligible investment projects.
- Work with independent auditors, tax authorities, banks, and other competent agencies during inspection, review, appraisal, and final settlement approval processes.
- Monitor, update, and implement relevant legal regulations related to accounting, taxation, and construction investment.
Reporting & Cross-functional Coordination
- Prepare investment cost reports, disbursement reports, tax reports, and other management reports as required.
- Coordinate closely with the Project Management Board, Finance & Accounting Division, and relevant departments throughout project implementation.
- Perform other duties as assigned by the direct manager.
Requirements
Education
- Bachelor’s degree in Accounting, Auditing, Finance, or other relevant fields.
Experience
- Minimum 2–3 years of experience in Project Accounting, Construction Investment Accounting, or similar roles.
- Candidates with prior experience working for investors, project management boards, real estate groups, infrastructure companies, or construction firms will be preferred.
Professional Knowledge
- Strong understanding of accounting, taxation, construction investment, and investment cost management regulations.
- Solid knowledge of payment dossiers, construction final settlement documents, and investment project implementation processes.
- Familiarity with the Law on Accounting, Construction Law, Investment Law, and relevant guiding circulars.
Skills & Competencies
- Proficient in Excel and accounting software.
- Strong ability to review and validate payment dossiers and construction-related supporting documents.
- Good data consolidation, reporting, and coordination skills when working with regulatory authorities.
- Detail-oriented, honest, responsible, and able to work effectively under pressure.
