The Programme Test Manager provides independent programme-level assurance that Digital 2.0 delivers an integrated, production-ready ecosystem of customer-facing and technology-facing services.
The role operates from an end-to-end customer journey and business process perspective, ensuring solutions deliver the intended customer, operational and business outcomes.
The role champions modern Quality Engineering practices, embedding quality through automation, continuous testing, Shift Left principles and risk-based assurance.
Working across all Digital 2.0 delivery streams, the role provides leadership with a clear, evidence-based view of quality, readiness and residual risk while enabling delivery teams to own quality outcomes.
The role will leverage existing quality engineering practices, processes and ways of working where they are effective, introducing additional guardrails, standards and practices only where material gaps, inconsistencies or risks are identified.
Delivery teams remain accountable for component-level quality outcomes and execution of testing activities within their scope. The Programme Test Manager provides programme-level governance, assurance, standards, reporting and oversight.

Test Strategy, Governance & Standards
- Establish programme testing, quality and environment management strategies.
- Align programme delivery with WNZL Controls, Standards and expectations.

Environments, Test Data & Integration Readiness
- Provide oversight of environment, test data and integrated service readiness.

Release Readiness & Service Introduction

Reporting, Assurance & Audit Readiness

- Provide leadership with a view of programme quality, readiness and residual risk.
- Maintain audit-ready quality governance and represent the programme in assurance, audit and governance reviews.
Skills Required
- Proven experience in programme-level testing and quality assurance across complex digital delivery
- Experience implementing Quality Engineering practices including automation and continuous testing
- Demonstrated application of Shift Left testing principles and risk-based assurance
- Ability to develop and maintain test strategy, integrated test and release approaches, and SDLC metrics
- Experience with environment, test data and integrated services readiness oversight
- Proven stakeholder engagement across delivery leads, architecture, UX, change/release and programme leadership
- Experience producing audit-ready governance artefacts and representing programmes in assurance/audit reviews
- Ability to produce programme-level quality, defect, readiness dashboards and reporting
- Familiarity aligning testing and quality to organisational controls, standards and compliance requirements
- Experience coordinating release readiness, service transition and technical readiness evidence
