An exciting opportunity has become available to join the Planning & Development team as our Programme Lead for Tolling. 

This is a highly visible role that sits at the centre of NZTA's tolling programme, bringing together policy, planning, programme delivery, technical advice and stakeholder engagement to support the successful implementation of tolling initiatives across New Zealand. 

Working across a broad range of teams and disciplines, you'll provide leadership and coordination across tolling activities, helping ensure work is aligned, risks are managed, and decision-makers have the information they need to support timely and well-informed outcomes. 

What you'll be doing 

In this role you'll: 

  • Lead programme management across NZTA's tolling work programme, providing oversight of priorities, dependencies, risks and delivery. 

  • Develop and implement tolling proposals and scheme amendments, including preparing robust advice and decision papers for governance, Ministers and Cabinet. 

  • Coordinate input from technical specialists and business groups across NZTA to support evidence-based decision making. 

  • Build strong relationships internally and externally to support successful delivery and stakeholder alignment. 

  • Support continuous improvement of tolling frameworks, systems, processes and ways of working. 

  • Work closely with the Time of Use Charging programme to help ensure an integrated approach across related initiatives. 

What you'll bring 

We're looking for someone who can confidently navigate complex and often fast-moving environments, bringing people together to achieve outcomes. 

You'll likely bring: 

  • Significant experience leading complex programmes, policy, implementation or advisory work. 

  • Strong stakeholder management and influencing skills, with the ability to work across organisational boundaries and bring together diverse perspectives. 

  • Experience providing strategic advice to senior leaders, governance groups or Ministers. 

  • Excellent written communication skills, including the ability to prepare high-quality briefings, reports and decision papers. 

  • Strong judgement, political awareness and the ability to balance competing priorities and risks. 

  • Experience in transport, infrastructure, regulation, policy or a related environment would be advantageous.
