Purpose

CEEW seeks to hire a suitable candidate for the position of Programme Associate in the Energy Transition team to support its efforts in enabling a people-centric energy transition by mainstreaming green jobs.

Since 2015, CEEW has put out estimates of the green jobs in various clean energy sectors, skill sets, skill distribution across jobs roles, and gender composition of the workforce. These insights have been a result of primary surveys with industry stakeholders. The hired resource will be responsible for timely execution and delivery of this exercise and evolve the programme in response to the emerging global conversations around sustainable livelihoods.

Job Duties and Accountabilities

Research, project management, and stakeholder engagement

·       Lead the project end-to-end by   

o   Developing new methodologies for employment assessment in various clean energy sectors as needed

o   Designing and executing the survey. This includes, but not limited to, designing the survey instruments, devising a robust sampling strategy, training of the enumerators and coordination with survey agency (as needed)

o   Analysing the data obtained using advanced statistical methods to draw nuanced insights on workforce intensity, nature of employment, skills trends, and gender participation

o   Developing high-quality outputs such as briefs, notes and reports which could be circulated among the industry associations, state and central government officials and other stakeholders.

o   Identifying relevant stakeholder and securing bilateral meetings, hosting at least one public convening, etc. to disseminate research.

o   Staying updated with the current debate, market developments, and research around green jobs to design team’s strategy and identify the impact areas with senior researchers.

o   Contribute to the team’s efforts on shaping the discourse on green jobs through opinion pieces, videos, briefings to government stakeholders, and lead at least one such engagement.

Programme Assistance

·       Support the team in development of overall programme strategy and its effective implementation

·       Support in establishing, managing and promoting relationship with existing and potential partners

·       Assist the team in preparing applications for research and general donor funding

Selection Criteria

Qualifications

·       Strong academic credentials, preferably a Master’s degree in Social Science with specialisation in Economics, Developmental Studies, Sustainable Livelihoods, Public Policy, or related field.

·       Strong research background with an adequate understanding of research methods and quantitative techniques for data analysis

·       Sound understanding of India’s clean energy policies, industry setup, and skilling landscape.

Work experience

·       At least 4-5 years of relevant work experience in the field of research and policy engagement.

·       Prior experience of survey design, execution, analysis and writing reports is a must. Experience with private sector engagements would be an advantage.

·       Strong track record of team and project management, including timely delivery of outputs, and stakeholder management.

Skills Required
