POSITION SUMMARY

The Director, Program Support Division provides executive leadership, strategic direction, and comprehensive administrative oversight for all business and program support functions. Operating within a highly regulated federal government contracting environment, the Director is responsible for the administration, compliance, and optimization of core administrative functions: accounting and financial management, federal contract administration, human resources, information technology, multi-faceted logistics (including transportation, vehicle and radio maintenance systems, and supply chains), as well as strategic talent acquisition. This role serves as a key advisor to senior executive leadership, formulating corporate policies, long-range goals, and business strategies designed to maintain operational excellence, regulatory compliance, and profitability.

The incumbent must foster a culture of total quality management and continuous improvement while actively promoting Integrated Safety Management (ISM) and strict security awareness across all managed organizational departments.

RESPONSIBILITIES

· Provides executive leadership, strategic direction, and comprehensive administrative oversight for all business and program support functions.

· Responsible for the administration, compliance, and optimization of core administrative functions: accounting and financial management, federal contract administration, human resources, information technology, multi-faceted logistics (including transportation, vehicle and radio maintenance systems, and supply chains), as well as strategic talent acquisition.

· Serves as a key advisor to senior executive leadership, formulating corporate policies, long-range goals, and business strategies designated to maintain operational excellence, regulatory compliance, and profitability.

· Provides executive leadership for business operations within a highly regulated federal government contracting environment, ensuring compliance with Federal Acquisitions (FAR), Department of Energy (DOE)/National Nuclear Security Administration (NNSA) directives, Cost Account Standards (CAS), Service Contract Act (SCA), and other applicable federal requirements.

· Evaluates, modifies, and scales division structures and workflows to optimize resource allocation, reduce operational overhead, and support dynamic program requirements.

· Oversees the financial health of the program by guiding the accounting department through government audits (DCAA/DCMA), indirect cost-rate applications, and strict budget adherence.

· Manages complex logistical frameworks, ensuring that company transportation assets, communications systems (radio maintenance), and inventory/supply chains are fully operational, compliant, and integrated to support mission-critical security and support operations.

· Oversees annual compensations planning processes, including merit increases, promotional adjustments, market analyses, and salary administration guidelines.

· Serves as the primary administrative liaison with corporate management and NNSA contracting officers and counterparts. Establishes, negotiates, and administers business services to meet and exceed contractual obligations.

· Resolves major policy, business, and administrative conflicts, leveraging a deep understanding of federal procurement and contract disputes.

· Provides strategic oversight of federal contract administration, ensuring compliance with FAR, DEAR, Cost Accounting Standard (CAS), DCAA/DCMA audit requirements, and Service Contract Act (SCA) provisions.

· Mentors, coaches, and evaluates department managers direct reports, establishing high-performance goals, professional development paths, and success plans.

· Directs the company's talent acquisition strategy to secure top-tier cleared personnel packages in highly competitive market.

· Establishes equitable salary administration, performance evaluation frameworks, and classification structures in compliance with federal labor standards.

· Collaborates with senior executive leadership to formulate long-term organizational goals, business strategies, and operational policies.

· Conducts risk assessments and develops business continuity plans to mitigate operational, legal, and financial exposures in a federal contracting setting.

· Analyzes industry trends and regulatory changes to proactively pivot corporate strategies, ensuring the organization maintains a competitive edge in the government services sector.

· Provides strategic leadership oversight for the organization's compensation for exempt and non-exempt employees.

· Directs the annual compensations planning process, including merit increases, promotional and salary adjustments, market pricing and analysis, salary structure administration and the development and implementation of compensation policies and guidelines.

· Must comply with the provisions for environment, safety and health as stated in Standard Procedure 1-3100, General Safety Procedure, and adhere to the Integrated Safety Management System Core Functions and Guiding Principles.

QUALIFICATIONS

· Bachelor's degree in Business Administration, Finance, Human Resources, Public Administration, or a closely related field.

· Twelve years of progressively responsible business management experience, with at least five years in a senior leadership or director-level capacity.

· Direct experience managing business operations within a federal government contracting environment, ensuring compliance with FAR, CAS, and DCAA requirements.

· Ability to obtain/maintain a DOE "Q" security clearance.

· Government Cost Accounting & Auditing: Deep understanding of accounting practices required to pass rigorous federal audits, and managed rate structures.

DESIRED QUALIFICATIONS

· Master of Business Administration (MBA), Master of Science in Management/Finance, Juris Doctor (JD), or equivalent advanced degree.

· Fifteen (15) or more years of executive-level management experience supporting a prime federal contractor, preferably within a DOE/NNSA or DoD security, logistics, or facilities operations environment

· Active professional certifications demonstrating mastery across core administrative areas, such as – Certified Public Accountant (CPA) or Certified Management Accountant (CMA), Certified Professional Contract Manager (CPCM), Certified Federal Contract Manager (CFCM), SHRM-SCP or SPHR (Senior HR Professional) or Project Management Professional (PMP).
