ROLE SUMMARY
The Program Services Manager provides operational leadership and quality oversight for Mental Wellness Center’s Wellness & Recovery Programs, including peer support, family advocacy, family engagement, resource navigation, support groups, and community-based services. This position oversees daily program operations, staff performance, documentation processes, service coordination, data reporting, grant deliverables, and continuous quality improvement to ensure services are accessible, recovery-oriented, culturally responsive, and aligned with the organization’s mission and values.
This is a non-clinical program management position that works collaboratively with members of the leadership team who provide clinical guidance, consultation, and supervisory support for matters requiring clinical judgment, professional licensure, or specialized oversight.
CORE RESPONSIBILITES
Program Operations & Service Oversight
- Oversee daily operations of assigned Wellness & Recovery Programs, including peer support, family advocacy, resource navigation, support groups, and connection-to-care services.
- Monitor service quality, participant engagement, program outcomes, and access to services.
- Strengthen program workflows, referral processes, service coordination, documentation practices, and internal communication.
- Ensure services reflect recovery-oriented, trauma-informed, person-centered, and culturally responsive practices.
Staff Leadership & Supervision
- Supervise, coach, and support assigned employees, interns, and volunteers.
- Lead team meetings, performance evaluations, onboarding, training, and professional development.
- Address performance and accountability concerns in partnership with organizational leadership.
- Provide operational guidance during staffing challenges, service disruptions, and urgent participant situations.
- Oversee documentation processes to promote accurate, complete, and timely records.
- Monitor documentation and data for compliance with agency, grant, contract, funder, and confidentiality requirements.
- Coordinate program data collection, outcome tracking, performance measurement, and reporting.
- Identify documentation or data concerns, follow up with staff, and support corrective-action and quality-improvement efforts.
- Participate in audits, file reviews, grant reporting, contract reporting, and program evaluation.
- Escalate matters requiring clinical judgment, clinical oversight, or scope-of-practice review to the appropriate member of leadership.
- Use program data, participant feedback, and service outcomes to recommend program and workflow improvements.
- Collaborate with leadership on program planning, implementation, and organizational initiatives.
- Develop relationships with community partners, agencies, schools, families, and other stakeholders.
Education & Experience
- Bachelor’s degree in social work, psychology, human services, public administration, nonprofit management, business administration, or a related field is preferred but not required. An equivalent combination of relevant education and progressively responsible experience will be considered.
- Minimum three years of progressively responsible experience in program operations, behavioral health, human services, nonprofit services, or community-based programs.
- Minimum two years of supervisory or team-leadership experience.
- Experience working with individuals or families impacted by mental health challenges.
- Experience with program documentation, data collection, outcome measurement, grant reporting, compliance, or quality improvement.
- Experience coordinating peer support, family services, community-based services, or other direct-service programs preferred.
Knowledge, Skills & Abilities
- Knowledge of trauma-informed, recovery-oriented, person-centered, and culturally responsive service practices.
- Strong staff supervision, coaching, communication, organization, and performance-management skills.
- Ability to coordinate services across multidisciplinary teams and community partners.
- Ability to manage competing priorities, deadlines, staffing needs, and program responsibilities.
- Strong critical-thinking, problem-solving, conflict-resolution, and professional judgment skills.
- Ability to analyze program data, prepare reports, and use outcomes to improve services.
- Ability to maintain confidentiality and comply with documentation and reporting requirements.
- Proficiency with Microsoft Office and electronic documentation, reporting, and data-management systems.
- Valid driver’s license and acceptable driving record if driving is required
- Bilingual English/Spanish proficiency highly preferred.
- Knowledge of Santa Barbara County behavioral health resources and community support services preferred.
Skills Required
