The Program Manager (PM) leads the execution of Human Space Flight Support (HSFS) activities and is responsible for all aspects of contract performance, program oversight, personnel leadership, and customer engagement. This role manages day‑to‑day operations supporting planning, training, development testing, and mission execution. The Program Manager ensures technical, schedule, financial, and mission requirements are met while fostering strong customer relationships and driving continuous improvement across program functions.
Primary Duty Responsibilities: All HSFS contract personnel provide general mission support across planning, training, development test, and mission execution activities to enable HSFS requirements. Personnel collaborate with mission partners to update concepts of operations; develop and refine support equipment requirements, equipment lists, gap analyses, and cost estimates; and create mission-ready SOPs, checklists, verification/validation requirements, and detailed schedules to support training, tests, and mission events. During training and development tests, personnel support mission-specific orientation products and courseware, deliver classroom and hands-on instruction as required, identify training shortfalls and mitigations, and collect/analyze lessons learned to improve tactics, techniques, and procedures and update products following after-action reviews. During mission execution, personnel provide subject matter expertise to decision makers, support checklist-driven execution, help update mission products based on outcomes, support mission out-briefs when deployed, and provide 24-hour coverage during contingency land or water landings as required until relieved. Contract personnel may operate Government-obtained vehicles and coxswain Government-owned/operated watercraft in compliance with 1 AF, Det 3 office instructions and applicable federal regulations, and may perform Support Operations Center (SOC) duties for which they are qualified.
Contract and Program Management. The Program Manager oversees all aspects of contract performance, ensuring compliance with requirements, schedules, budgets, and standards; prepares and delivers contract deliverables including Integrated Master Schedules, program status reports, financial updates, risk assessments, and other required documentation; utilizes sound business judgment when making decisions binding the company and program; participates in contract negotiations, including modifications, budget decisions, key terms, and milestone planning. Ensure development and adherence to master plans, schedules, and performance management processes; conducts comprehensive risk and opportunity management, including identification, mitigation, and realization.
Mission Support. All HSFS personnel support operational planning, training, development testing, and mission execution: Collaborate with mission partners to refine concepts of operations, develop and validate equipment requirements, perform gap analyses, and generate cost estimates; Create mission‑ready SOPs, checklists, verification & validation (V&V) requirements, orientation materials, and detailed training/testing schedules; Deliver classroom and hands‑on instruction as required; identify training shortfalls, develop mitigations, and incorporate lessons learned into updated processes; Provide subject‑matter expertise during mission execution and support checklist‑driven operations, mission product updates, and out‑briefs; Provide 24‑hour coverage during contingency landing events (land or water) until relieved; Operate Government vehicles or watercraft, when qualified, and support SOC functions.
Leadership and personnel management. Supervise and coach direct reports; Supervise and coach direct reports; oversee timekeeping, performance, deliverables, and development planning; Lead recruiting activities including job requisition creation, interviewing, hiring, and personnel transitions; Cultivate a respectful, inclusive, and high‑performance team environment that encourages accountability and continuous improvement; Communicate effectively with internal teams, executive leadership, and customer stakeholders.
Customer and Stakeholder engagement. Build and maintain trusted relationships with government customers, ensuring alignment with mission priorities; Deliver briefings, reports, presentations, and program updates to customers, executives, and mission partners; Identify opportunities for program growth and advancement within the customer environment.
Relevant Experience:
Required: Bachelor’s degree in a related field; 17+ years of successful leadership experience managing teams and/or organizations to shared goals; Extensive experience supporting U.S. Government programs, including planning, directing, testing, integrating, and deploying complex systems; Experience delivering programs on schedule, within budget, and to required technical performance standards; Demonstrated success managing large‑scale contracts ($30M annually) and working with commercial service vendors; Strong understanding of IT systems, insider threat/cybersecurity disciplines, and user activity monitoring systems; PMP or PgMP certification.
Preferred: DoD headquarters experience; experience with counterintelligence, insider threat programs, user activity monitoring, and behavior analysis frameworks; and expertise in communication, issue resolution, requirements management, and risk/opportunity management.
Education/Certification: Bachelor’s Degree and 17 years’ experience; HS and 21 years’ experience, or master’s and 15 years’ experience, or PHD and 13 years’ experience.
Security Clearance: U.S. Secret Clearance in JPAS or ability to obtain. Eligible for DoD CAC and installation access; clearance as required by mission assignment and host facility access requirements.
