Description

The Program Manager is responsible for managing and ensuring safe and smooth program operations, and for the training, on-boarding and supervision of assigned direct care staff at Low Threshold Permanent housing. This involves supervising the Resident Assistants, ensuring that there is a therapeutic and trauma-informed milieu, ordering and supplies, program inventory, training staff, assisting with running groups for the residents, and assisting with the staff schedule. The Program Manager reports to the Program Director for support and supervision.

Location: All sites are located in Boston MA. Low Threshold Permanent Housing sites utilize a Housing First, harm reduction model. Low threshold permanent housing sites serve individuals experiencing homelessness, substance use/opioid overdose risk and health/mental health conditions, who may also face multiple barriers to housing. 

Essential Functions:

  • Act in accordance with Victory Programs, Inc.’s Standards of Excellence at all times, including maintaining professional ethics, boundaries and client confidentiality.
  • Work in unison with the Program Director to ensure provision of the mobile housing case management/stabilization services component into the program.
  • Provide on-going supervision and training for Shift Supervisors and Resident Assistants.
  • Coordinate with the Program Director to ensure staff coverage for all shifts. 
  • Manage the direct care staff schedule(s); arrange coverage for open shifts, providing emergency coverage of uncovered shifts when required. 
  • Participate in an on-call rotation to ensure emergency coverage and support of the 6 Low Threshold sites.
  • Work collaboratively with the program staff to ensure that all clients receive individualized, trauma-informed case management services.
  • Engage in relationship building, Nonviolent Crisis Intervention, Motivational Interviewing and conflict de-escalation as needed in the milieu space.
  • Ensure that the facilities are maintained in a state of good repair, orderliness, and are free from hazards. Coordinate with VPI’s Facilities Department and/or site facilities department as needed.
  • Development and revise as necessary program/housing policies and procedures
  • Facilitate/co-facilitate weekly staff meetings and monitor participation and attendance.
  • Assist with the preparation of any reports, or proposals necessary for program operations.
  • Coordinate all tenant rent collections, lease ups and move outs which include reviewing policies and procedures with all tenants regarding payment, rental arrearages and lease violations.
  • Assist with billing and approve accounts payable and receivables.
  • Assist Program director with preparation of the annual budgets and monitor monthly financial statements to operate within the budget. 
  • Maintain effective documentation and record keeping systems (including data tracking, daily review of communication log, supervision notes etc.)
  • Assist in overseeing case management services are provided to residents.
  • Support and conduct (as needed) screening and/or intake of new client admissions.
  • Oversee scheduling of groups and activities provided by internal and external community-based organizations.
  • Assist clients with transportation to and from appointments (as needed). 
  • Maintain current working knowledge of referral sources such as housing, medical, outpatient counseling, dental, legal, HIV/AIDS client services, self-help groups and others to provide comprehensive services to the program clients

Non-Essential Functions:

  • Participate and support the agency in program events, State House rallies, fundraising and advocacy events, rallies, walks and any additional functions.
  • Perform any other duty or task that may be requested from time to time by your supervisor or their designee.

Required Qualifications:

  • High School Diploma or equivalent.
  • Knowledge of homeless population, SUD and related services
  • 3 years of managerial experience.
  • Three years of work experience in the field of mental health and/or substance use or homelessness. 
  • Demonstrated competence in service coordination and networking with other human services and health providers.
  • Ability to work effectively with individuals of diverse race/ethnicity, sexual orientation, gender identity, sex and drug cultures, age groups, religion, country of origin, disability and economic status.
  • Knowledge of or openness to the Housing First Model, addiction/recovery, Harm Reduction Practices/Philosophy or a willingness to acquire within the first six months of employment.
  • Knowledge of substance use recovery process, or willingness to acquire within the first 6 months of employment.
  • Ability to relate to clients in an instructive, directive, firm yet compassionate manner.
  • Proficient computer skills.
  • Strong organizational, writing and communication skills.
  • Ability to work independently and cooperatively as a member of a professional team.
  • Three strong work related references; at least 2 from a supervisor or manager.
  • Current CPR certification. (can be obtained upon hire)
  • Complete TB screening (can be obtained upon hire)

Preferred Qualifications:

  • Bachelor’s degree and/or a minimum of five years of supervisory experience in housing services, addiction services, mental health or other similar and related organizations including multiple reports.
  • Knowledge of State and Federal housing programs.
  • Knowledge of and experience with individuals at risk for and/or living with HIV/AIDS, and individuals who use substances strongly desired.
  • Valid Massachusetts driver’s license and safe driving points of 00, 98, 99, 01, 02, or 03. Must be 25 years of age or older to drive a VPI vehicle.

Position Type: Full-Time (40 hours) Tuesday - Saturday 11am-7pm. Exempt position. On-site.  

Rate: $70,224 Annually

Upon hire, employees working 20+ hours a week are entitled to up to: 4 personal days, 160 sick hours, 10 holidays and 3 1/2 weeks of vacation. These figures adjust based on full time or part time status and allocated vacation time increases with length of employment. 

Skills Required

  • High School Diploma or equivalent.
