We are looking for a Technical Program Manager to oversee and lead a technical program that delivers a new Enterprise lab in a cloud-based environment across multiple classification levels. The Program Manager will drive Research & Development and end-to-end Operations & Maintenance of the new lab environment. The lab will support new and emerging paradigms to support and enhance customer capabilities and tradecraft. The enterprise lab environment will encompass multi-intelligence data infusion to enable innovative tradecraft development modeling and simulation to provide solutions for customer problems and needs. The selected PM will work together with other program leadership and Engineering to support the contract overall and develop/deliver solutions that ensure we are performing safely, at the requisite level of quality, on schedule, and on cost. The Program Manager will report directly to the Director of Programs.
As a Technical Program Manager, you will:
  • Lead an engineering program delivering a cloud-based lab solution.
  • Oversee the contract execution by interacting directly with program stakeholders to deliver capability advancement and protype development to a dispersed customer base.
  • Serve as the primary interface with the customer, maintain and promote good customer relationships.
  • Deliver contract deliverables, including PMR, BMR, financials and other customer status updates.
  • Be responsible for the staffing of the program(s) and providing career development guidance, as necessary.
  • Lead a team developing solutions to a variety of highly complex engineering problems.
  • Execute programs from proposal through contract closeout phase, preparing plans and developing or assisting with project cost estimates and proposal deliverables.
  • Prepare project execution plans and identify technical and business resource needs.
  • Proactively and collaboratively support review work statements / scope to ensure they are adequately defined and executable.
  • Coordinate project activities, deliverables, and action items.
  • Execute processes and develop management plans with operations, anticipating and resolving schedule and budget deviations to meet management and project requirements.
  • Coordinate with production, planning, contracts, supply chain, finance, etc. to ensure successful project execution.
  • Evaluate performance, develop mitigation plans, and resolve subcontractor issues as needed.
  • Develop, monitor, and communicate program metrics (KPIs) including budget and schedule and prepare status reports and recovery plans to inform leadership and customers.
  • Work with risk managers to ensure risks and opportunities are properly captured, appropriate risk mitigation activities are identified, and risk mitigation is effective and communicate appropriate program metrics to leadership and customers.
  • Understand and adhere to applicable standards and laws, coordinating with various departments for successful project execution.
  • Manage conflict collaboratively and support meetings and tasks assigned by the Director of Program

Required Education, Experience, & Skills
  • PMI Certified Program Management Professional (PMP)
  • Bachelor's degree in business, science, technology, engineering, or mathematics
  • Minimum of 6 years of Program Management experience
  • Minimum of 4 years of experience supporting laboratory environments
  • Minimum of 10 years of relevant experience working in the Intelligence Community with at least 6 years of experience supporting a specific customer
  • Knowledge of Clouds, Networking, and Enterprise architecture
  • Ability to represent the team and deliver status reports to internal and external leadership.
  • Excellent organizational and follow through skills.
  • Strong communication (written and verbal) skills.
  • Detail oriented with problem-solving skills.
  • Proficient in Microsoft Office

Preferred Education, Experience, & Skills
  • Master's degree in computer science, information systems, telecommunications, or an engineering focused field

Pay Information
Full-Time Salary Range: $149603 - $254317
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
