The Program Manager is responsible for overall contract execution and mission assurance for the DSAID Support program. The Program Manager serves as the primary management interface with Government leadership and ensures the successful delivery of sustainment and support services for a mission-critical, privacy-sensitive DoD system. This role emphasizes governance, performance oversight, staffing continuity, and risk management to ensure uninterrupted operations and full compliance with contract requirements
Responsibilities- Serve as the primary interface with the Contracting Officer (CO) and Contracting Officer’s Representative (COR).
- Provide overall leadership and governance for contract execution, ensuring compliance with all PWS, RFQ, and task order requirements.
- Maintain accountability for program cost, schedule, performance, and risk.
- Lead transition-in and transition-out planning to ensure continuity of operations with no degradation of service.
- Oversee staffing plans, workforce coverage, and continuity strategies to mitigate turnover or absence risks.
- Review and approve contract deliverables for quality, completeness, and timeliness.
- Monitor program performance metrics and key performance indicators (KPIs).
- Identify, manage, and escalate risks and issues in coordination with technical leadership.
- Coordinate with corporate leadership to support staffing, recruiting, and surge requirements.
- Ensure compliance with Privacy Act requirements, data protection standards, and contractual cybersecurity obligations.
- Support audits, inspections, and Government reviews as required.
- Bachelor’s degree in business, Management, Information Technology, or related field (or equivalent experience).
- Minimum 8 years of experience managing Federal or DoD IT programs.
- Demonstrated experience overseeing enterprise application sustainment efforts.
- Strong background in contract management, performance reporting, and stakeholder engagement.
- Experience managing multidisciplinary teams in regulated environments.
- Active Secret clearance.
- Must be a US Citizen.
Desired Qualifications
- PMP or equivalent program management certification.
- Experience supporting DoD HR, case management, or records-management systems.
- Familiarity with ITIL-based service management and change control processes.
- Experience managing GSA MAS or FAR Part 8.4 task orders.
