Overview:

The Program Manager serves as the Contractor’s authorized lead and primary interface with the Government Contracting Officer (CO), Contracting Officer’s Representative (COR), government management personnel, and customer agency representatives. The Program Manager is responsible for the overall performance of the contract, enforcing work standards, managing and completing multiple technical tasks, overseeing schedules, reviewing work discrepancies, supervising contractor personnel, and communicating the organization’s policies, purposes, and goals to all subordinates within a cybersecurity-focused environment.


Key Responsibilities:

  • Contractual Interface: Acts as the Contractor’s official point of contact with the Government CO, COR, government management teams, and all customer agency stakeholders, ensuring transparent and responsive communication across all parties.
  • Workforce Leadership and Discipline: Formulates and enforces work standards; assigns and oversees detailed contractor schedules, supervises contractor personnel, and fosters a culture of integrity, accountability, and high performance across all teams.
  • Discrepancy Review: Responsible for reviewing work discrepancies, promptly identifying, documenting, and driving corrective actions to maintain quality and contract compliance.
  • Policy and Goals Communication: Clearly and consistently communicates the organization’s policies, purposes, and objectives to all subordinates and project staff, ensuring alignment and a shared sense of mission.
  • Cybersecurity Environment: Leads all activities within a cybersecurity-centric environment, ensuring compliance with all applicable federal information security, privacy, and regulatory standards.
  • Program Performance: Accountable for overall contract performance, delivery of all services and deliverables, and the ability to manage and complete multiple concurrent technical tasks and project workstreams.
  • Project Management: Develops, maintains, and executes a comprehensive Project Management Plan in alignment with PMI’s PMBOK and any applicable federal lifecycle model, addressing risk, quality, stakeholder, communication, resource, schedule, and financial management.
  • Financial Management: Manages and controls funds and resources in accordance with contract requirements, organizational procedures, and stakeholder expectations.
  • Agile Project Delivery: Champions and implements Agile methodologies (SAFe preferred), facilitates integrated planning and execution, and fosters a culture of continuous improvement and transparency.
  • Multi-Vendor Coordination: Oversees delivery across multiple subcontractors and third-party vendors, ensuring all contributors are aligned to contract requirements and program objectives.
  • Risk and Issue Management: Proactively identifies, tracks, and mitigates program and project risks; resolves issues efficiently to ensure contract compliance.
  • Stakeholder Engagement: Establishes and maintains effective relationships with government leaders, agency stakeholders, technical teams, and business partners.
  • Reporting and Compliance: Prepares and delivers formal briefings, status reports, and contract deliverables. Ensures all activities are in compliance with relevant federal policies, including security, privacy, and quality frameworks.
  • Team Building and Development: Builds, leads, mentors, and develops high-performing, multidisciplinary teams, promoting professional growth and knowledge sharing.

Minimum Qualifications:

  • Education: Bachelor’s degree required; advanced degree preferred.
  • Certifications: Project Management Professional (PMP) required; SAFe Agile certification preferred.
  • Specialized Experience: Managing complex software development projects (healthcare IT preferred).
  • Agile Methodologies: Specialized expertise in SAFe Agile engineering project delivery, from inception to deployment.
  • Financial Management: Demonstrated ability to manage and control funds and resources.
  • Multi-Tasking/Complexity: Proven experience managing multi-task contracts of comparable size, scope, and complexity, across subcontractors and vendors.
  • Progressive Leadership: History of increasing responsibility in information systems design, management, and technical team leadership.

Location: Work will be primarily onsite in Washington, DC, or other designated sites. Remote work requires prior client approval. Local and occasional out-of-area travel may be required.
