Barbaricum is seeking a Program Manager to support the Department of Defense’s Chief Data and Artificial Intelligence Officer (CDAO) in accelerating the DoD’s adoption of data, analytics, and AI. This role will be integral to the integration of multidisciplinary data supporting the development of combined joint all-domain command and control (CJADC2) capabilities, essential for integrated joint warfighting and delivering these capabilities to the combatant commands. Bio incidents impact the DoD's ability to achieve the National Defense Strategy, and there is a critical need for a robust Integrated Biosurveillance (IB) capability to create a Common Operating Picture (COP) of all-hazard threats. This role supports the overarching biosurveillance program by providing sophisticated technical expertise to address the emerging challenge of data integration across different security classifications with state-of-the-art digital solutions.
Responsibilities
- Assist with planning, developing, testing, and documenting projects
- Apply business process improvement practices, modernizing projects, acquisition process/planning, and reengineering old methodologies/principles
- Support agency teams in the development and management of project milestones, goals, and deliverables
- Maintain a background in CBRNE and/or Biosurveillance or supported work
- Stay informed on the latest AI system and software architectures and trends from design patterns to DevSecOps and systems architecture patterns
- Work closely with clients and requirements owners to build out product lines
- Develop plans, road maps, and software design strategies
- Analyze and decompose activities and requirements into software designs allocated across systems components/sub-components
- Capture, develop, and report reference architectures and document compliance standards
Qualifications
- Active DoD Secret Clearance required
- Bachelor’s degree with 7-10 years of experience, or a Master’s degree with 5 years of experience
- Experience with Agile software development methodologies and tools
- Proficiency in modern software architectures like micro-services and front-end frameworks
- Preferred experience with DevSecOps
- Strong communication skills, with the ability to proactively engage fellow CDAO members and DoD cross-organizational colleagues both inside and outside the team
- Ability to synthesize requirements underlying feature requests, recommend alternative technical and business approaches, and facilitate engineering efforts to meet aggressive timelines
- Experience working with the Defense Intelligence Agency (DIA) Machine-assisted Analytic Rapid-repository system (MARS), Open Mission Systems bridge, and Open-Source Intelligence
- A track record of active learning and creative problem-solving
