The Program Manager provides executive-level leadership,
management, and oversight for a complex federal IT and cybersecurity program.
The Program Manager is accountable for the performance of the integrated
contractor team, including subcontractor personnel, and serves as a primary
interface between company leadership and Government stakeholders.
The position is responsible for ensuring technical,
operational, contractual, staffing, financial, quality, and schedule activities
remain aligned with mission objectives. The Program Manager must have
sufficient organizational authority to make decisions, commit company
resources, resolve performance issues, and proactively identify contractual,
programmatic, staffing, or resource constraints that could affect mission
execution.
Responsibilities include but not limited to:
- Direct and oversee all contractor
and subcontractor activities supporting the program.
- Provide leadership across IT,
cybersecurity, engineering, operational support, data, cloud, software
development, and program management functions.
- Maintain effective communication
between Government stakeholders, company leadership, technical teams, and
subcontractors.
- Establish and maintain program
governance, management processes, schedules, performance controls, risk
management processes, and reporting mechanisms.
- Monitor program performance
against technical, schedule, staffing, quality, and financial objectives.
- Oversee workforce planning and
determine manpower requirements across diverse technical disciplines and labor
categories.
- Manage staffing, personnel
performance, subcontractor integration, and resource allocation.
- Support financial management,
forecasting, cost monitoring, and contract performance analysis.
- Identify risks, issues, resource
constraints, and potential performance impacts early and drive corrective
actions.
- Ensure deliverables, technical
activities, and operational services meet established quality and performance
requirements.
- Lead executive-level program
reviews and communicate program status, risks, decisions, and required actions.
- Exercise authority to make timely
decisions and commit organizational resources when required to maintain program
performance.
Requirements
- Active TS/SCI clearance.
- Active PMP certification.
- Minimum of 10 years of experience
managing a project or program of comparable size and complexity.
- Minimum of 5 years of experience
overseeing and determining manpower requirements for programs or projects
involving diverse technical skill sets and labor categories.
- Minimum of 5 years of experience
performing financial and contract performance monitoring, including the use of
performance metrics.
- Demonstrated experience managing
multidisciplinary technical teams and subcontractors.
- Demonstrated ability to
communicate effectively with senior Government and corporate stakeholders.
- Demonstrated experience managing
program risks, resources, schedules, staffing, and performance.
Preferred:
- Experience leading complex federal
IT or cybersecurity programs.
- Experience managing programs that
combine enterprise IT operations, cybersecurity, cloud, DevSecOps, data, and
software engineering.
- Experience managing geographically
distributed technical teams.
- Experience supporting
mission-critical environments with demanding availability and operational
requirements.
