Overview
SCCI is seeking a skilled Program Manager to join our team! In this position, you will lead a team of engineers for a Systems Engineering contract. This position is in support of future work expected in 2028. This position is located in Dahlgren, VA.

Responsibilities:
- Establish and maintain an EVMS tracking mechanism. Perform programmatic cost-performance analyses and integrate Earned Value Management System (EVMS) data elements, and generate Monthly Cost Performance Reports. Provide services in support of acquisition planning such as procurement entry within Integrated Budget Planning & Execution System (IBPES) or related applications
- Execute seamless technical program management control, maintain integrated master schedules, and manage administrative baselines to ensure all programmatic schedules, technical review milestones, and operational statuses are accurate, current, and aligned with mission plans
- Deliver strategic engineering project management Life-Cycle support, cost estimation, risk monitoring, and configuration analysis to ensure systemic upgrades and weapon system alterations are executed within plan tolerances.
- Build, process, and maintain performance execution metrics and project tracking tools to track resource profiles, schedule variances, and spend plans
Essential Skills and Experience:
- Must be a U.S. Citizen and have an active Secret Security Clearance
- A Bachelor's degree from an accredited college or university in an engineering, scientific, business, or technical discipline and ten(10) years of a demonstrated knowledge base and subject matter expertise; Or fifteen (15) years of relevant experience specific to technical disciplines of the SOW, including the qualifications listed below.
- Ten (10) years of professional research, systems engineering, design, and development experience with combat, weapon, and/or fire control systems
- Demonstrated experience and ability to manage large projects including acting as primary point of contact for contractor’s tasking. This includes formulating, guiding, and directing the technical approach, and establishing and controlling technical milestones, schedules, and costs for day-to-day execution
- Experience monitoring tasks in accordance with EVMS plans and an Integrated Master Schedule (IMS)
- Five (5) years of concurrent experience as a Program Manager for a contract comparable in scope and size to this effort that includes supporting the engineering and development of a DoD enterprise software, major strategic, combat, weapon, or fire control systems program
- Demonstrated ability to direct a multi-disciplined team of technical experts to produce required products within cost, schedule and time constraints
- Excellent problem-solving skills and attention to detail
- Ability to work independently and as part of a team
- Effective communication skills, both written and verbal

Skills Required
- U.S. citizenship

- Experience monitoring tasks in accordance with EVMS plans and an Integrated Master Schedule
- Five years of concurrent Program Manager experience for a comparable contract involving DoD enterprise software, strategic, combat, weapon, or fire control systems
- Ability to direct multidisciplinary technical teams within cost, schedule, and time constraints
- Excellent problem-solving skills and attention to detail
- Ability to work independently and as part of a team
- Effective written and verbal communication skills
