We are seeking an experienced Program Manager to provide senior-level construction program and project-management support to NAVFAC Northwest's Planning, Design, and Construction Projects and Programs organization.

The Program Manager will support complex military construction and facility programs involving planning, design, construction, risk, schedule, cost, quality, acquisition, logistics, and stakeholder coordination.


Responsibilities
  • Provide senior-level program and project-management support for NAVFAC construction programs. 
  • Identify risks, issues, conflicts, and conditions affecting project cost, schedule, quality, and execution
  • Review project and program requirements and recommend corrective actions. 
  • Support construction programming, project planning, risk management, and execution. 
  • Develop recommendations involving schedule, cost, logistics, acquisition, quality, communications, and integration. 
  • Support the full project-management framework, including: 
    • Integration 
    • Scope 
    • Schedule 
    • Cost 
    • Quality 
    • Human resources 
    • Communications 
    • Risk 
    • Acquisition/procurement 
    • Stakeholder management 
  • Participate in planning charrettes, design workshops, technical working groups, Integrated Product Teams, Operational Planning Teams, progress reviews, and planning conferences. 
  • Develop Plans of Action and Milestones. 
  • Prepare recommended Courses of Action. 
  • Track program issues through resolution. 
  • Evaluate planned and pending construction awards and target award dates. 
  • Prepare executive briefings, meeting minutes, status reports, technical recommendations, and supporting documentation. 
  • Advise NAVFAC leadership regarding complex construction and design-management issues.

Requirements

  • Bachelor's degree from an accredited Architecture or Engineering program. 
  • Minimum 5 years of Project or Program Management experience performing comparable work. 
  • Current U.S. Professional Engineer (PE) registration OR professional Architectural registration is required. 
  • Demonstrated experience supporting Department of the Navy projects and/or highly complex design and construction programs
  • Strong knowledge of multidisciplinary engineering and construction. 
  • Thorough understanding of construction practices, construction management, project planning, and project execution. 
  • Experience developing independent solutions to complex technical and programmatic problems. 
  • Excellent written and verbal English communication skills. 
  • Valid U.S. driver's license. 
  • U.S. citizenship. 
  • Ability to obtain required Government security/access credentials. 

Skills Required

  • Bachelor's degree from an accredited Architecture or Engineering program
  • Minimum 5 years of comparable project or program management experience
  • Current U.S. Professional Engineer registration or professional Architectural registration
  • Experience supporting Department of the Navy projects and/or highly complex design and construction programs
