About The Role:
Expression is looking for an experienced Program Manager to lead the execution of the Joint Planning and Execution Services (JPES) and Joint Capabilities Requirements Manager (JCRM) Sustainment Program supporting the Defense Information Systems Agency (DISA) Global Force Management (GFM) Program Management Office (PMO).
The Program Manager serves as the primary interface between Expression and the Government Contracting Officer's Representative (COR), Government Product Owner (PO), and program leadership. The PM is responsible for overall contract execution, cost, schedule, technical performance, staffing, quality, and customer satisfaction while leading a high-performing Agile organization responsible for software sustainment, infrastructure operations, cybersecurity, system administration, DevSecOps, and Tier III support.
This position provides strategic leadership across multiple technical disciplines while ensuring all contractual deliverables, Agile development activities, software releases, and operational support services are delivered on schedule, within budget, and in accordance with DISA quality standards.

Responsibilities:
- Serve as the primary point of contact with the Government COR, Product Owner, and other stakeholders, fostering strong customer relationships and ensuring successful contract execution.
- Lead all aspects of program performance, including cost, schedule, staffing, quality, risk, and technical execution across software development, infrastructure, cybersecurity, system administration, and sustainment activities.
- Manage cross-functional Agile teams through the full software development lifecycle, including requirements management, sprint planning, software releases, testing, demonstrations, and continuous process improvement.
- Develop and maintain the Integrated Master Schedule (IMS), monitor program milestones, dependencies, and deliverables, and implement recovery plans when necessary.
- Oversee preparation and timely delivery of all contract deliverables (CDRLs), ensuring compliance with contractual requirements and Government quality standards.
- Lead program governance activities, including Technical Exchange Meetings (TEMs), Contractor Performance Reviews (CPRs), sprint reviews, executive briefings, and customer demonstrations.
- Monitor program performance using Agile and operational metrics, driving continuous improvement in quality, productivity, and customer satisfaction.
- Establish and manage program risk, quality assurance, configuration management, and release management processes to ensure successful program execution.
- Provide executive oversight of software engineering, DevSecOps, cloud infrastructure, cybersecurity, system administration, Tier III Help Desk, and configuration management activities.
- Manage subcontractor performance, staffing plans, resource allocation, and program financial performance to achieve contract objectives.
- Ensure compliance with DoD and DISA policies, including Agile development, software configuration management, cybersecurity, RMF, and secure software delivery practices.
- Support transition-in, transition-out, technology refresh initiatives, and other contract activities necessary to maintain uninterrupted mission support.
Qualifications:
- Bachelor's degree in Business, Engineering, Computer Science, Information Technology, Project Management, or a related discipline. Four additional years of relevant experience may substitute for the degree.
- Minimum 10 years of experience managing large Federal Government IT, software development, or enterprise modernization programs.
- Active Project Management Professional (PMP) certification.
- Demonstrated experience managing Agile software development and sustainment programs within DoD or Federal agencies.
- Experience managing cross-functional teams supporting software engineering, infrastructure, cybersecurity, DevSecOps, and operations.
- Experience managing cost, schedule, staffing, risk, quality, subcontractors, and customer relationships on complex Government contracts.
- Experience managing Microsoft Project schedules and Integrated Master Schedules (IMS).
- Experience overseeing contract deliverables (CDRLs), executive reporting, and Government performance reviews.
- Strong knowledge of Agile methodologies, SDLC, software release management, configuration management, and continuous improvement practices.
- Experience briefing senior Government leadership and executive stakeholders.
Preferred Qualifications:
- Experience supporting DISA, Global Force Management (GFM), Joint Staff, or Combatant Command programs.
- Experience supporting JPES, JCRM, JOPES, or other DoD planning and execution systems.
- Experience supporting Microsoft Azure IL6 cloud environments.
- Familiarity with DevSecOps pipelines and modern software factories.
- Experience supporting DoD Risk Management Framework (RMF), eMASS, and cybersecurity compliance.
- Experience supporting NIPRNet and SIPRNet environments.
- Experience with Jira, Confluence, Git, Azure DevOps, Microsoft Project, and Agile lifecycle management tools.
- Experience leading Operations & Maintenance (O&M) or software sustainment contracts.
