The Program Manager will provide overall leadership, governance, and delivery oversight for the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veteran and Family Member Programs (VFMP) Modernization Portfolio.


The Program Manager will serve as the primary contractor management interface with VA leadership and will coordinate multiple concurrent modernization initiatives involving business process improvement, automation, data integration and migration, Electronic Data Interchange (EDI), testing, organizational change management, and knowledge management.

The Program Manager is responsible for integrating activities across the modernization portfolio; maintaining visibility into schedule, scope, budget, risks, issues, dependencies, and performance; and ensuring contractor teams deliver high-quality products in accordance with VA priorities and established governance.

Primary Responsibilities
  • Provide overall leadership and management of the contractor team and VFMP modernization activities.
  • Serve as the primary contractor interface with the VA COR, VA Program Manager, project managers, technical teams, business stakeholders, and other modernization partners.
  • Manage an integrated portfolio of concurrent modernization projects and ensure alignment with VFMP strategic and operational priorities.
  • Develop and maintain the Integrated Master Schedule (IMS), including milestones, dependencies, critical paths, testing activities, change management, and knowledge management.
  • Monitor project performance against scope, schedule, budget, milestones, and performance objectives.
  • Identify, document, manage, and escalate program-level risks, issues, dependencies, decisions, and action items.
  • Coordinate dependencies among automation, data integration, migration, EDI, testing, business process, KM, and change-management workstreams.
  • Develop and maintain program/project management plans, project charters, stakeholder/RACI matrices, risk registers, project schedules, briefing materials, and governance artifacts.
  • Lead program reviews, executive briefings, milestone reviews, Integrated Baseline Reviews, and Go/No-Go decision activities as required.
  • Establish and monitor program performance metrics and provide recommendations for corrective actions and continuous improvement.
  • Facilitate coordination among business SMEs, Business Architects/Analysts, data engineers, EDI SMEs, change-management personnel, knowledge-management personnel, and technical teams.
  • Oversee the supplemental Data Integration Project, including coordination of data engineers and analysts and delivery of an integrated data layer supporting reporting and business-rule decisions.
  • Ensure modernization projects incorporate appropriate testing, implementation, training, communications, change management, and knowledge transfer.
  • Prepare and deliver monthly/quarterly program status reports and executive-level briefings.
  • Monitor contractor staffing, onboarding, system access, required VA training, and offboarding activities.
  • Provide quality oversight of contractor deliverables and ensure timely resolution of performance or delivery issues.
  • Maintain continuous communication with VA leadership so emerging issues are identified and addressed before they affect program outcomes.
  • Support transition planning and ensure program documentation, metrics, artifacts, and institutional knowledge are transferred appropriately at contract completion.

Minimum Qualifications
  • Bachelor's degree, Project Management, Healthcare Administration, Information Systems, Engineering, or related discipline.
  • 10+ years of progressive program/project management experience, including responsibility for complex, multi-workstream initiatives.
  • 5+ years managing large-scale modernization, digital transformation, healthcare, or federal programs.
  • Demonstrated experience managing multiple concurrent projects through an integrated portfolio/program-management structure.
  • Experience developing and managing integrated master schedules, project plans, dependencies, risks/issues, performance metrics, and executive reporting.
  • Experience leading multidisciplinary teams containing both business and technical personnel.
  • Strong executive-level communication, facilitation, stakeholder-management, and problem-solving skills.
  • Demonstrated ability to manage work within established scope, schedule, budget, quality, and performance requirements.
Desired Qualifications
  • PMP certification.
  • Prior VA/VHA experience, particularly IVC, VFMP, Community Care, eligibility, claims, payer operations, or healthcare modernization.
  • Federal healthcare or healthcare payer experience.
  • Experience with EDI/X12/NCPDP, healthcare claims, eligibility, or provider transactions.
  • Experience managing data integration, migration, automation/RPA, or enterprise modernization initiatives.
  • Experience integrating organizational change management and knowledge management into technology/process modernization.
  • Familiarity with Agile and traditional/hybrid project-management methodologies.
