Job Summary

The Program Manager, Value Based Care (VBC) Analytics is responsible for driving the efficiency, coordination, and strategic execution of the VBC Analytics team. This role blends elements of project management, program management, product management, and agile facilitation (Scrum Master) to improve how the team operates internally and collaborates across the organization. The Program Manager, Value-Based Care Analytics will own intake, prioritization, and requirements gathering for analytics initiatives, ensuring work is clearly defined, strategically aligned, and executed efficiently. This position will serve as the operational backbone for the team, managing day-to-day workflows, facilitating meetings, and driving accountability for deliverables. This role operates with exceptional interpersonal skills, working across diverse stakeholders, and pushes for clarity, prioritization, and alignment. Reports to the Vice President, Value Based Care Analytics.

The Program Manager, Value Based Care (VBC) Analytics serves as the operational and strategic lead for the VBC Analytics portfolio, overseeing intake, prioritization, sequencing, and delivery of analytics initiatives that drive measurable value-based outcomes. This role acts as the central coordination point for stakeholders across clinical, operational, and IT teams, ensuring requests are clearly defined, aligned with organizational strategy, compliant with regulatory standards, and executed efficiently within team capacity. The Program Manager manages workflows, backlogs, and governance processes; facilitates cross-functional meetings; monitors KPIs and portfolio performance; and provides executive-level reporting on progress, risks, and realized benefits. Combining program management, product management, and agile facilitation expertise, this leader drives accountability, operational discipline, and continuous improvement while confidently setting boundaries and ensuring resources are focused on the highest-impact initiatives.

MINIMUM QUALIFICATIONS

Education:  Bachelor’s degree in business, computer science, healthcare administration, clinical or related discipline with an information technology focus required.

Licenses/Certifications: Project Management Professional (PMP), Program Management Professional (PgMP), Prosci Change Management or  related professional certification required.

Experience / Knowledge / Skills:

  • Five (5) years of experience in a hybrid role combining project management, program management, product management, or Scrum Master responsibilities is required.

  • Experience in healthcare analytics, value-based care, or population health environments preferred.

  • Proven expertise with Azure DevOps and/or ServiceNow for managing workflows, backlogs, and reporting.

  • Strong facilitation skills for both internal team sessions and cross-departmental meetings.

  • Demonstrated ability to push for clear requirements, realistic prioritization, and aligned expectations.

  • Excellent written, verbal, and interpersonal communication skills.

  • Self-starter with a bias for action and the confidence to challenge assumptions constructively.

 PRINCIPAL ACCOUNTABILITIES

  • Oversees and manages a portfolio of  Value Based Care Analytics programs and projects, ensuring that all initiatives are strategically aligned with organizational goals and resources are allocated efficiently to achieve targeted outcomes.​

  • Oversees the planning, execution, and delivery of analytics projects across the following VBC domains:

    • Patient Panel & Provider Management – Ensuring accurate provider attribution, optimizing panel composition, and monitoring provider performance through data audits, referral analysis, and scorecard development.

    • Population Health Outcomes (Quality) – Improving quality program performance by analyzing care gaps, assessing measure compliance, and leveraging payer quality data to guide targeted outreach and outcomes.

    • Population Health Coding (HCC) – Ensuring accurate risk scoring by identifying documentation and coding gaps, tracking provider coding performance, and implementing risk adjustment strategies.

    • Utilization Management (Medical Economics) – Analyzing medical and pharmacy cost and utilization trends, identifying high-cost drivers and savings opportunities, and evaluating the effectiveness of care management interventions.

  • Monitors KPIs and workflows to identify process improvements, optimize practice operations and drive VBC outcomes.

  • Manages and refines the intake process for new analytics requests, ensuring full requirements are captured before work begins.

  • Facilitates prioritization discussions with stakeholders (including PHSO, MHMG, MHMD MH ACO, and Physician Org)  to align work with strategic objectives and available capacity.

  • Tracks and maintains a clear backlog of initiatives in Azure DevOps and/or ServiceNow.

  • Monitors progress against timelines, budgets, and quality standards, escalating issues as needed.

  • Ensures cross-functional dependencies are identified, tracked, and resolved in a timely manner.

  • Facilitates internal team meetings, stand-ups, backlog grooming, sprint planning, and retrospectives.

  • Leads external stakeholder meetings to ensure transparency, manage expectations, and maintain alignment.

  • Drives a culture of accountability, continuous improvement, and effective communication.

  • Serves as the primary administrator for team work management systems (Azure DevOps and ServiceNow).

  • Develops and maintains dashboards, reports, and workflows to support operational visibility.

  • Builds strong working relationships across analytics, clinical, operational, and IT teams.

  • Communicates effectively with both technical and non-technical stakeholders, ensuring complex requirements are translated into actionable tasks.

  • Acts as a bridge between the analytics team and dependent teams, resolving conflicts and removing blockers.

  • Develops and delivers regular portfolio-level reports and executive summaries to leadership, tracking program progress, risk management, resource utilization, performance metrics, and benefits achieved across all assigned initiatives.​

  • Standardizes and enforces program management methodologies, governance practices, and operational processes to ensure consistent, high-quality delivery and engagement of stakeholders across the healthcare portfolio.

  • Promotes individual professional growth and development by meeting requirements for mandatory/continuing education and skills competency; supports department-based goals that contribute to the success of the organization; serves as a resource to less experienced staff.
