Job DescriptionWe are seeking a strategic and results-oriented Program Manager, Supply Chain Management to join our organization in Ottawa, Canada. As the primary liaison between the Line of Business, Engineering, Operations, and external suppliers, the Program Manager aligns supply chain strategy with business priorities to enable predictable program execution, operational excellence, and profitable growth.
This role combines strategic planning with disciplined execution to optimize supply chain performance, improve customer outcomes, and strengthen organizational competitiveness.
Key Responsibilities
- Serve as the embedded Supply Chain strategic partner to the Line of Business, ensuring supply chain strategies align with business objectives, customer commitments, and program priorities.
- Drive program performance by managing and optimizing Quality, Cost, and Schedule objectives throughout the program lifecycle.
- Develop and implement end-to-end sourcing strategies that improve competitiveness, support capacity readiness, meet quality expectations, and optimize total cost of ownership.
- Lead cross-functional planning activities to ensure alignment between Supply Chain, Engineering, Operations, Finance, Quality, and Program Management.
- Communicate business requirements, demand forecasts, proposal status, acquisition strategies, supplier development plans, and risk mitigation strategies to key stakeholders.
- Develop material cost estimates, establish budget baselines, monitor forecast accuracy, and proactively identify cost, schedule, and supply risks and opportunities.
- Balance technical, commercial, and operational considerations to support revenue objectives, security of supply, customer satisfaction, and program execution.
- May facilitate concurrent engineering initiatives, including Design-to-Cost (DTC), Design for Excellence (DFX), and early supplier engagement to improve manufacturability and lifecycle value.
- Lead make-versus-buy analyses and provide strategic recommendations that support business objectives, operational capability, and financial performance.
- Serve as the Supply Chain lead for customer proposals and new business pursuits, ensuring competitive sourcing strategies, cost estimates, supplier readiness, and risk assessments are incorporated into bid responses.
- Foster collaborative relationships with suppliers and internal stakeholders to support innovation, strategic partnerships, and long-term business success.
- Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or related field
- 10+ years of professional experience in supply chain management, program management, procurement, or related roles
- Proven track record of successfully managing complex, multi-phase supply chain programs from conception through completion
- Strong analytical and problem-solving skills with demonstrated ability to interpret data and make informed strategic decisions
- Proficiency with enterprise resource planning (ERP) systems (e.g., SAP, Oracle, or equivalent)
- Advanced proficiency in Microsoft Excel and data analysis tools
- Demonstrated experience with project management tools and methodologies
- Exceptional stakeholder management and cross-functional team leadership capabilities
- Strong organizational and time management skills with proven ability to manage multiple competing priorities
- Knowledge of supply chain risk management, business continuity planning, and supplier development best practices
It is a requirement that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods program and that all of its workforce be security assessed. Additional InformationThe hiring range for this position is $128,000-$140,000. This role is eligible for a management incentive plan. Our goal is to provide a fair and competitive offer based on an assessment of internal equity and your qualifications, including:
