IronMountain Solutions, Inc. is seeking a highly qualified and experienced Senior Program Manager to support the United States Coast Guard (USCG) Ship Design & Systems Engineering Division (CG-459).
The Engineering Program Manager is responsible for providing strategic direction, coordination, and management of contractor support operations in support of the USCG Ship Design & Systems Engineering Division and associated offices. This key leadership role directs multi-disciplinary teams of engineers and technical personnel to ensure successful contract execution across a complex range of ship design, acquisition, sustainment, and engineering support programs. The Program Manager serves as the primary point of contact for the Government, overseeing all aspects of contract administration, performance, labor utilization, resource management, and technical quality.
Job Responsibilities:
- Oversee day-to-day operations of contractor support teams providing engineering and programmatic support for ship design, acquisition, and in-service asset sustainment efforts.
- Provide effective leadership and guidance to large, cross-functional engineering and technical teams, ensuring project objectives, deadlines, and quality standards are consistently achieved amidst dynamic program priorities.
- Manage the execution of all contract functions, including assignment and oversight of labor utilization, tracking of deliverables, and monitoring of contract and program performance metrics.
- Coordinate closely with government functional leads to prioritize, schedule, and allocate resources; ensure that contractor support aligns with Government-established milestones, objectives, and requirements.
- Monitor and manage workflow and execution of assigned employee tasks using both government and contractor information systems and workflow tools.
- Ensure timely, accurate reporting of progress, workload, contract status, performance issues, and other required metrics to the Government, including preparation and submission of monthly progress reports and other contract deliverables.
- Oversee accounting of contractor travel expenses and other direct contract expenses in accordance with Federal Travel Regulations and contract requirements.
- Coordinate the onboarding and offboarding of contractor personnel, ensuring all security, access, and compliance requirements are met; provide timely notification of personnel changes per contract requirements.
- Analyze labor utilization and program needs to proactively recommend realignment or reassignment of personnel as workload demands fluctuate across projects, tasks, and program elements.
- Manage and actively participate in program progress meetings, post-award and kick-off meetings, and other contract-related sessions as required.
Required Skills, Competencies and Abilities:
- Demonstrated ability to lead large, cross-functional engineering teams in delivering complex technical projects while satisfying multiple, and often competing, demands in an evolving Government contracting environment.
- Expertise in the full project and system engineering lifecycle, from requirements analysis and contract execution through technical review, risk mitigation, and final deliverable submission.
- Superior organizational, communication, and interpersonal skills with a proven ability to interface effectively with Government stakeholders, peers, subordinate staff, and executive leadership.
- Excellent analytical, planning, and resource management abilities, with the capability to respond to shifting priorities and surge workload requirements.
- Proficiency in the use of information systems and workflow tools to manage personnel tasking, schedule, and contract deliverables.
- Deep understanding of Federal Acquisition regulations, Government reporting, and contractor accountability requirements.
Experience and Technical Knowledge:
- Minimum of 10 years’ documented experience managing engineering efforts in support of naval vessels.
- Minimum of 5 years’ documented experience in engineering management of a contractor support team for DoD ACAT I or DHS Level I programs.
- Experience managing all phases of contract performance, labor utilization, program reporting, expense accounting, and workforce transitions in a Federal or defense engineering environment.
- Direct experience supporting USCG, DoD, DHS, or similar Federal agencies in a program/project management capacity is strongly preferred.
Education and General experience:
- BS or MS in Technical, Engineering, or Marine Degree from ABET accredited institution, related to field of work
