Job Title: Program Manager - Senior
Location: Toronto, ON. On site.
Contract (18-months)
$110 - $115/hr depending on experience.

Key Responsibilities
Project Management & Governance
- Lead and manage large-scale, complex IT projects through all phases: concept, definition, planning, implementation, and closeout.
- Develop project charters, integrated project plans, and comprehensive project documentation and artefacts in alignment with PMI standards.
- Manage and control large project budgets including cost estimates, forecasting, reconciliation, and financial reporting.
- Identify, evaluate, and mitigate project risks; provide options analysis and recommend actionable mitigation strategies.
- Lead requirements gathering and ensure alignment between business objectives and technical deliverables.
- Ensure adherence to project management methodologies and SDLC best practices.
- Utilize enterprise project management tools such as MS Project, Clarity, Planview, or equivalent for planning and status reporting.
- Provide governance reporting and ensure fiscal accountability throughout project execution.
- Demonstrate experience with Enterprise Content Management initiatives.
Technical Leadership – Public Safety Communications
- Lead projects involving Public Safety Answering Point (PSAP) telecommunication systems, including:
- Communication Console Systems (CCS)
- Trunked Radio Systems
- Conventional Communication Solutions and backup systems
- Plan and implement voice communication services in public safety environments.
- Lead replacement and implementation of voice communication and voice logging systems.
- Oversee projects involving backend radio and paging system technologies.
- Manage full lifecycle projects from market scan and procurement through implementation and operational transition.
- Contribute experience related to Public Safety Radio Network (PSRN) projects.
Analytical & Communication Skills
- Lead and coordinate large, cross-functional project teams.
- Prepare and deliver executive-level briefings, progress reports, and stakeholder updates.
- Manage stakeholder expectations related to scope, schedule, and resource constraints.
- Identify and acquire appropriate technical resources; define roles and responsibilities clearly.
- Communicate effectively across technical and non-technical audiences using appropriate political acuity.
- Prepare authoritative recommendations, proposals, briefing notes, and executive presentations.
- Resolve resource and interpersonal conflicts while fostering a collaborative team environment.
- Act independently, make informed decisions, and drive projects to successful completion with minimal supervision.
Industry Experience
- Experience within the land ambulance sector and related stakeholders is considered an asset.
- Experience managing projects in 24x7 mission-critical operational environments.
- Familiarity with public sector governance structures and procurement processes is highly desirable.
Required Qualifications
- 10+ years of progressive experience in Program and Project Management.
- Strong working knowledge of PMI standards and methodologies.
- Demonstrated experience managing large-scale, enterprise-level IT implementations.
- Proven experience delivering telecommunications and voice communication system projects in Public Safety environments.
- Experience managing complex budgets with high levels of fiscal accountability.
- Strong leadership, analytical, and communication skills.
