Position Summary
Nationwide IT Services, NIS, is seeking a Program Manager for a potential opportunity to provide overall leadership, management, supervision, and accountability for performance of the ALC ISD Professional Services contract. The Program Manager is the principal contractor representative responsible for coordinating all development, operations, configuration management, information assurance, platform/operational technology services, financial, staffing, and contractual performance across the program.
The Program Manager directs the Project Managers and technical leadership team, serves as the primary liaison between the Government and the contractor, and ensures that all personnel, deliverables, projects, and services satisfy contractual, technical, schedule, cost, quality, security, and performance requirements.
Work Location: 100% remote; must perform work during the USCG ALC’s prescribed Eastern Time core operating hours.
Essential Duties and Responsibilities
  • Provide overall program leadership for five contractor teams.
  • Serve as the primary contractor liaison with the Contracting Officer, Contract Specialist, COR, ISD management, Government technical leads, and other stakeholders.
  • Establish the program-management structure, governance model, communication process, escalation process, and performance-management framework.
  • Develop, maintain, and implement the Program Management Plan and associated technical, staffing, quality, risk, transition, communication, and performance plans.
  • Ensure all work is planned and performed within approved scope, schedule, staffing, cost, quality, and contractual requirements.
  • Integrate schedules and dependencies across development, operations, configuration management, information assurance, and operational-technology projects.
  • Monitor staffing levels, vacancies, employee performance, onboarding, background investigations, security clearances, training, retention, and replacement actions.
  • Review and approve program schedules, project plans, staffing plans, risk registers, corrective-action plans, deliverables, and management reports.
  • Anticipate technical, staffing, schedule, cost, cybersecurity, and performance problems and implement timely mitigation actions.
  • Ensure all contractual deliverables are complete, accurate, consistent, and submitted within required timeframes.
  • Oversee preparation and submission of the Monthly Progress Report, staffing matrix, project metrics, system-performance reports, personnel and training reports, risk reports, and other required deliverables.
  • Monitor service levels, project performance, ticket backlogs, change-request completion, system availability, vulnerability remediation, quality, schedule adherence, and customer satisfaction.
  • Conduct regular program-management reviews with Project Managers, team leads, corporate leadership, and Government stakeholders.
  • Ensure contractor personnel comply with USCG, DHS, DoD, Federal, local, cybersecurity, privacy, safety, Section 508, supply-chain risk-management, and records-management requirements.
  • Manage program-level risks, issues, dependencies, corrective actions, and continuous improvement initiatives.
  • Coordinate phase-in, phase-out, knowledge transfer, continuity of operations, and transition activities.
  • Ensure all projects follow applicable Agile, DevSecOps, Systems Engineering Life Cycle, project-management, configuration-management, and IT service-management processes.
  • Provide technical direction for systems-development and systems-integration activities and resolve cross-team conflicts and priorities.
  • Identify innovative technologies, processes, and management practices that improve mission performance, quality, security, efficiency, and cost effectiveness.
  • Represent the contractor at program reviews, executive briefings, performance meetings, technical reviews, audits, and other Government meetings.
  • Provide timely written and oral reports to Government and company executive management.
Required Qualifications
  • Bachelor’s or associate degree in Computer Science, Information Technology, Engineering, Mathematics, Business Management, or a related field.
  • Active PMP certification.
  • At least eight years of experience providing technical direction and project management.
  • At least three additional years of supervisory experience.
  • At least five years of experience with change management and process improvement.
  • Relevant experience may substitute for education.
  • Demonstrated experience leading information-systems engineering, systems-integration, software-development, infrastructure, or comparable enterprise IT programs.
  • Familiarity with all phases of the Systems Engineering Life Cycle.
  • Experience managing cost, schedule, staffing, technical performance, risks, deliverables, and customer relationships.
  • Experience preparing and presenting written and oral program reports to Government and corporate leadership.
  • Ability to obtain and maintain a favorable Tier 1 background investigation for unclassified systems.
Preferred Qualifications
  • Ten or more years of progressively responsible IT program and project-management experience.
  • Experience managing a large, multidisciplinary Federal IT workforce.
  • Experience supporting the USCG, DHS, Department of Defense, or another Federal mission organization.
  • Experience managing Agile, DevSecOps, IT operations, cybersecurity, cloud, configuration-management, and systems-engineering services under one integrated program.
  • Familiarity with firm-fixed-price service contracts, staffing deductions, service-level metrics, CPARS, corrective-action management, and Government contract deliverables.
  • Experience with Jira, Confluence, IT service-management platforms, executive dashboards, earned-value concepts, and integrated master schedules.
  • Knowledge of NIST, RMF, STIG, Section 508, Federal cybersecurity, privacy, and supply-chain risk-management requirements.

Salary range: $135,000 to $155,000 annually 
The salary range is a general guideline. We consider several factors when determining base salary offers, including the position's scope and responsibilities, the candidate's experience, education, skills, and current market conditions.
