Steel Point is seeking an experienced Program Manager with experience establishing Program Management Offices (PMOs) and providing comprehensive advisory, administrative, and support services to public sector entities. The ideal candidate will possess exceptional leadership skills, a deep understanding of public sector operations, and a proven track record in successfully growing programs. This role requires strategic thinking, robust organizational skills, management consultant experience, and the ability to influence and collaborate with various stakeholders.

Key Responsibilities:

Program Management:

  • Oversee and manage program management office, advisory, and administrative support solutions, ensuring they meet objectives, stay within scope, and are completed on time and within budget.
  • Develop detailed project plans, including timelines, resource allocation, and risk management strategies.

PMO Establishment and Leadership:

  • Lead the establishment and development of Program Management Offices (PMOs) tailored to public sector requirements.
  • Define and implement PMO structures, roles, responsibilities, and processes to ensure effective governance and management of programs.
  • Develop PMO charters, strategic goals, and operational plans aligned with organizational objectives and public sector mandates.

Advisory and Support Services:

  • Oversee the planning, execution, and delivery of large-scale programs, ensuring they meet time, cost, and scope requirements.
  • Facilitate program kick-off meetings, steering committee sessions, and program reviews with senior stakeholders.
  • Coordinate cross-functional teams and manage interdependencies between projects within the program.

Performance Monitoring and Reporting:

  • Establish metrics and KPIs to monitor program performance and drive continuous improvement.
  • Develop and present detailed program status reports, dashboards, and executive summaries to public sector stakeholders.
  • Conduct regular program reviews and audits to ensure alignment with strategic objectives and identify areas for improvement.

Stakeholder Engagement and Communication:

  • Build and maintain strong relationships with public sector clients, stakeholders, and partners.
  • Develop and implement effective communication plans to keep stakeholders informed and engaged throughout the program lifecycle.
  • Manage stakeholder expectations and resolve conflicts, ensuring transparency and accountability.

Risk and Issue Management:

  • Identify, assess, and manage program risks and issues, implementing mitigation strategies and corrective actions as needed.
  • Maintain a comprehensive risk and issue log, ensuring timely escalation and resolution of critical items.

Training and Capacity Building:

  • Design and deliver training programs to enhance the program management capabilities of public sector clients and internal teams.
  • Mentor and support junior program managers and project management staff in their professional development.

Required Qualifications:

  • Bachelor’s degree in Business Administration, Management, Strategic Planning, or a related field. Advanced degree preferred.
  • Minimum of 15 years of experience in program management, with a focus on establishing PMOs and supporting public sector entities.
  • Extensive experience in managing large-scale, complex programs in a public sector environment.
  •  PMP or PgMP certification required.

Skills:

  • Proficiency in program management software and tools (e.g., MS Project, JIRA, Primavera).
  • Strong analytical, strategic planning, and problem-solving skills.
  • Exceptional verbal and written communication skills.
  • Ability to manage multiple priorities and complex projects simultaneously.
  • Strong leadership and team collaboration abilities.

The salary range represents a general guideline; however, Steel Point Solutions considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
