The Program Manager (PM) serves as the single point of accountability for contract execution in support of the Space Systems Command Assured Access to Space Assured Access Range (SSC/AATS/AAR) Program Office. The PM is responsible for overall program administration, performance management, quality control, customer coordination, reporting, and transition activities for IT operations, cybersecurity, system administration, software development, and VRV application support services.
The PM ensures all contract requirements are met on time, within scope, and in compliance with applicable DoD, Space Force, and Air Force policies and standards.
Key ResponsibilitiesProgram Leadership & Contract ManagementServe as the primary interface with the Government Program Manager, Contracting Officer (CO), and Contracting Officer’s Representative (COR)
Provide overall leadership, planning, coordination, and execution of all PWS requirements
Ensure uninterrupted IT services during transition, steady-state operations, option years, and phase-out
Oversee staffing, workload prioritization, and resource allocation across all functional areas
Develop, submit, and maintain the Quality Control Plan (QCP) in accordance with the PWS
Monitor contractor performance against Service Summary (SS) metrics and performance thresholds
Ensure compliance with network availability, patch management, help desk response times, and reporting requirements
Identify risks, issues, and corrective actions; brief the Government on mitigation strategies
Ensure accurate and timely delivery of all required reports, including:
Monthly Status/Technical Reports (MSTR)
Transition-In and Phase-Out Plans
Quality Control Plan (QCP)
Technical and ad hoc reports as required
Ensure no more than one report per year is returned for re-work
Maintain documentation of personnel compliance with DoDM 8140 requirements
Lead transition-in activities, ensuring knowledge transfer from the incumbent contractor
Develop and execute a Phase-Out Plan to ensure seamless handover at contract completion
Coordinate weekly status meetings during transition periods
Maintain continuity of operations across IT systems, VRV applications, and cybersecurity boundaries
Coordinate across SSC/AATS/AAR, SLD 30, SLD 45, base IT, cybersecurity, and external DoD stakeholders
Participate in program meetings, technical reviews, working groups, and briefings
Support cloud migration planning and oversight if the option CLIN is exercised
Education: Bachelor’s degree or higher (required)
Experience: Minimum 5–7 years of experience leading similar IT support or systems programs
Demonstrated experience managing:
Enterprise IT operations
Cybersecurity/RMF-driven environments
Software development and system administration teams
Strong written and verbal communication skills
Experience delivering DoD or Air Force programs preferred
Active Secret (S) clearance required at time of award
Familiarity with DoD cybersecurity, RMF, and IT governance frameworks
Ability to work on-site during core hours; telework not authorized
On-site support at Patrick SFB, FL
Standard work hours Monday–Friday; extended hours may be required for releases or testing
Occasional government-directed travel (e.g., Vandenberg SFB)
