Positions with a designated work location in New York City, Nassau, Rockland, Suffolk, or Westchester Counties will receive a $4,000 annual downstate adjustment (pro-rated for part-time positions).

Job Description:

Responsibilities

The Program Manager I will be responsible for overseeing and leading program planning, design, implementation, and evaluation related to public health workforce awareness programs, including academic engagement, the Pathways to Public Health Internship Program, and related workforce awareness initiatives. This includes overseeing the provision of outreach and technical assistance efforts to raise awareness of public health workforce initiatives such as K-12 engagement, apprenticeships, fellowships, externships and internships with local health departments (LHDs), academic institutions and other regional, state, local and community-based partners. The incumbent will also be responsible for overseeing programmatic, administrative, and fiscal functions for public health workforce pathways programs and facilitating strategic planning related to increasing and aligning public health workforce programming opportunities at the state and local level. Responsibilities include oversee and lead implementation of workforce recommendations from the Public Health and Health Planning Council; provision of interpretation and guidance to staff and state, regional, and community stakeholders/partners; resource allocation related to public health workforce awareness programs; supervision of staff; co-leading evaluation efforts; represent the Division of Public Health Infrastructure in forums at the local, state and national levels, and other related duties as assigned.

Minimum Qualifications

A Bachelor’s degree in a related field and five years of experience in the management of a relevant program in a public health, health/human services, health regulatory program or community-based services organization; OR an Associate’s degree in a related field and seven years of such experience; OR nine years of such experience. The years of experience must have included policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources. At least three years of experience must have included supervision of staff. A Master’s degree in a related field may substitute for one year of experience.

Preferred Qualifications

  • Demonstrated experience working collaboratively with local health departments, Regional State Department of Health offices, and community partners (i.e., workforce development programs, higher education, k-12 institutions, and community based organizations) on public health programming.

  • Demonstrated experience with leading strategic planning, which may include but is not limited to the development of implementation of strategic plans.

  • Demonstrated experience working on public health program planning, design, implementation, evaluation and/or allocation of resources.

  • Demonstrated experience writing progress reports or closely related experience.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel up to 25% of the time will be required.

The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.

This position is eligible for a hybrid work schedule, with a combination of onsite and remote work.

Work Location Expectations

At HRI, the nature of hybrid and onsite work varies by position. Some roles require full onsite presence, while others allow a hybrid schedule. Managers determine the specific telecommuting expectations for each role based on operational needs and job responsibilities. If designated as hybrid, you will divide your time between working remotely and reporting onsite. Regardless of telecommuting status, all HRI employees must live within a reasonable commuting distance of their official work location and must reside in one of the following states: New York, New Jersey, Connecticut, Massachusetts, or Vermont.

Skills Required

  • Bachelor's degree in a related field and five years of relevant program management experience OR Associate's degree and seven years OR nine years of relevant experience (Master's may substitute for one year).
