About This Role

As Contingent Workforce Program Manager at General Matter, you'll own our contingent workforce program end to end and build the systems that let it scale. You'll design how General Matter finds, contracts, onboards, and manages every 1099 independent contractor, LLC's, advisors,W-2 2 staffing agencies, and subcontracting vendors. You will own the process end-to-end, from building a vetted supplier base and negotiating competitive terms to partnering with Procurement, Legal, and Finance to streamline workflows, coordinating access controls with IT, managing onboarding, overseeing active agreements and renewals, and ensuring seamless offboarding. This is a high-ownership role for an operator who carries work from start to finish with no loose ends, escalates quickly and appropriately, and wants to grow the program as the business scales. Responsibilities

  • Own the contingent workforce program end to end, from intake and approval through sourcing, contracting, onboarding, and offboarding.
  • Build scalable, end-to-end processes for 1099 contractors, LLCs, temp staffing agencies, and subcontracting vendors, including classification guidelines and co-employment safeguards.
  • Build and manage General Matter's supplier base, and negotiate rates and terms in partnership with Procurement, Legal, and Finance as you take ownership of SOW and subcontractor engagements.
  • Define what access each contractor needs and put controls in place, including export-control compliance and clearance requirements, without slowing the business down.
  • Set requirements for construction and site subcontractors, including liability insurance and certificates of insurance, and resolve edge cases.
  • Establish program health measures and operational insights that identify systemic issues, inform priorities, and drive measurable improvements in service, efficiency, adoption, supplier performance, and risk. 
  • Use automation and AI tools to build, scale, and automate intake, tracking, and reporting as request volume grows.
  • Partner with People, Legal, Finance, Security, and IT to run a large, cross-functional program, and escalate issues quickly with clear recommendations.

Basic Qualifications

  • 6-10 years of experience in contingent workforce, extended workforce, procurement operations, vendor management, or HR operations.
  • Experience at a fast-paced tech startup that went through meaningful scale, including building processes to handle a rising volume of contractor requests.
  • Hands-on experience managing SOW and subcontractor engagements, including sourcing suppliers and negotiating terms.
  • Strong working knowledge of worker classification, co-employment, and contractor compliance.
  • Experience using automation and AI tools to scale operational processes.
  • A track record of owning large, cross-functional programs end to end, with sound judgment about when and how to escalate

Preferred Skills and Experience

  • Experience building a contingent workforce program from the ground up at a fast-growing startup, ideally within hard tech.
  • Experience managing construction or site contractor programs, including subcontractor insurance and site onboarding.
  • Demonstrated ability to own complex programs end to end across interdisciplinary teams, coordinating competing priorities, driving decisions, and delivering results with no loose ends.
  • Scaling an extended workforce program at a high-growth company with both exempt and non-exempt populations.
  • Experienced partnering with employer-of-record providers.

Ability to work extended hours and weekends as necessary.

Compensation and Benefits

The base salary range for this role is $125,000-$180,000 annually.

Compensation bands are determined by role, level, location, and alignment with market data. Individual level and base pay is determined on a case-by-case basis and may vary based on job-related skills, education, experience, technical capabilities and internal equity. Please note that the stated salary range is an estimate and may be adjusted based on market conditions, business needs, or other factors. In addition to base salary, for full-time hires, you may also be eligible for long-term incentives, in the form of stock options, and access to medical, vision & dental coverage as well as access to a 401(k) retirement plan.
