Northrop Grumman Space Systems’ Launch and Exploration Operating Unit is currently seeking a Program Manager 2 for the GEM 63 program. This position in located on-site at our Bacchus Facility in Magna, Utah.
Overview
The Program Manager 2 will support manufacturing and scaling of the GEM 63 Solid Rocket Motor Manufacturing in a high tempo production environment. Program work is performed in three locations in Utah, with the role based at our Bacchus Facility. The Program Manager serves as the P&L owner and Control Account Manager (CAM) for the GEM Solid Rocket Booster program. They will own and execute all phases of program responsibilities from inception through completion This role drives large-scale manufacturing success by integrating cost, schedule, and technical performance through cross-functional leadership and proactive risk management.
Key Responsibilities
Program Ownership & Finance: Serve as CAM with full P&L accountability; manage operating budgets, financial terms, and monthly Budget Management Reviews (BMRs).
Strategic Execution: Lead cost-reduction initiatives, change management, and special projects to optimize program baselines.
Planning & Proposals: Develop business plans, work statements, and specifications; lead the preparation of proposals for new business or product line expansions.
Schedule & Performance: Establish master milestones, negotiate production schedules with site planners, and ensure strict adherence to technical and delivery goals.
Risk & Issue Management: Mitigate program risks and resolve execution bottlenecks by reallocating resources or adjusting contractual specifications.
Stakeholder Leadership: Act as the primary customer contact for performance reviews; lead Integrated Product Teams (IPTs) across technical, manufacturing, and administrative functions.
Basic Qualifications:
Bachelor’s degree with 8 years’ related experience in aerospace or defense manufacturing; OR a master’s degree with 6 years’ experience
Five (5) plus years’ experience leading the performance of tasks on schedule, at cost and achieving all requirements as either a Program/Project Manager, Integrated Program Lead (IPT) or Cost Account Manager (CAM)
Demonstrated experience leading cross-functional teams in a matrixed environment to achieve a single objective
Strong critical thinking and logical reasoning skills with the ability to solve issues and predict potential programmatic and technical risks
US Citizenship is required
Preferred Qualifications:
Bachelor’s degree in a STEM discipline
Experience as a Global Supply Chain Program Manager, or a Project Manager with cost and schedule responsibility
Earned Value Management experience
