More About the Role:
The Digital Modernization Sector of Leidos has an opening for Program Management Specialist in Yokosuka, Japan to support the Navy OCONUS division of the Service Management, Integration, and Transport (SMIT) contract which includes OCONUS Enterprise Network (ONE-Net) and Global Piers. SMIT is the largest IT services program for the Navy, inclusive of cybersecurity services, network operations, service desk, and data transport.
In this role, you will support the Program Management Office (PMO) in the continual staffing and support of Navy OCONUS across three regions: Middle East, Europe, and Asia. Candidates will need to exhibit an understanding of PMO concepts, inclusive of scope, schedule, cost, resource, communication, risk, and stakeholder management.
What You'll Get to Do:
•Assist in HR business processes and regular communication with program leadership and CONUS-based program support teams to seamlessly onboard personnel, ensuring Day-1 readiness to meet program objectives.
•Facilitate country onboarding actions to ensure inbound employees have all necessary legal documents, visas and government authorizations needed to live and work in their duty station country.
•Work in collaborative environment across multiple time zones to coordinate and lead meetings, provide status update reports to review with program leadership and government customer, and identify dependencies, risks, and potential issues.
•Assist in offboarding actions to ensure employees have completed all necessary actions prior to contract and/or country departure.
•Assist in the development of program staffing plans, actions and metrics to manage hiring expectations, reporting variances and seeking corrective actions to mediate issues.
•Maintain relationship with stakeholders and subcontracting partners informed of staffing progress and anticipated risks to continuity of operations and mitigation strategies.
•Direct resource management actions; inclusive of, but not limited to, weekly time-reporting, employee certification compliance, asset accountability, tracking program expenses, and contributions to the Navy OCONUS newsletter.
•Establish and maintain transparent and respectful working relationships with program personnel and leadership.
•Support other activities as requested, to ensure operational readiness.
You'll Bring These Qualifications:
•Bachelor’s Degree in related field and 0-2 years of prior relevant experience; 4 years of prior relevant experience can be substituted for education.
•US citizenship and the ability to obtain a DoD Secret Security Clearance.
•Proficient in Microsoft Office products such as excel, word, PowerPoint.
•Demonstrated experience with program staffing systems such as Salesforce.
•Strong communications skills.
These Qualifications Would be Nice to Have:
•Possess a PMP and ITIL 4 certification.
•Experience with program staffing systems such as Salesforce
•Knowledge of Department of Defense operating environments.
•Understanding of local host nation requirements for US contract personnel and their dependents on overseas assignments.
•Demonstrated ability to manage and control funds and resources.

Pay Range:Pay Range $34,450.00 - $62,275.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
