Position: PMO Lead – Financial Operations
Overview: ITC Defense is seeking an experienced PMO Lead – Financial Operations to support a NAVAIR Foreign Military Sales (FMS) Logistics program in Lexington Park, MD. This position serves as the financial and operational lead for the Program Management Office (PMO), providing oversight of program financial planning, budgeting, forecasting, project controls, and business operations activities across a complex government contract environment.
The successful candidate will work closely with Program Managers, Project Officers, Contracts, and Corporate Finance personnel to ensure accurate financial reporting, effective resource planning, and successful contract execution while leading key PMO operational functions. This role requires a strong background in government contract financial management combined with the ability to lead program controls and business operations activities in support of mission-critical defense programs.
Responsibilities:
Financial Management & Program Controls (Primary Responsibility)
- Develop, maintain, and manage program budgets, forecasts, and Estimates at Completion (EACs) across multiple contracts and task orders.
- Prepare monthly, quarterly, and ad hoc financial reports for program leadership and executive management.
- Analyze actual costs against budgets and forecasts, identifying trends, cost drivers, risks, and opportunities.
- Monitor contract funding, expenditures, labor utilization, and burn rates to ensure successful financial execution.
- Manage labor forecasting, staffing projections, and labor allocations to support program execution and hiring decisions.
- Perform variance analysis and provide recommendations regarding financial risks and corrective actions.
- Develop and maintain financial models, dashboards, and reporting tools utilizing Microsoft Excel and Power BI.
- Monitor program profitability and provide financial recommendations to support strategic decision-making.
- Review and validate subcontractor and prime invoices to ensure compliance with contractual requirements and approved budgets.
- Monitor subcontract funding, expenditures, and financial performance.
- Support annual operating plans, long-range forecasts, and budget development activities.
- Support pricing efforts, contract modifications, and proposal financial inputs.
- Ensure compliance with FAR, DFARS, DCAA requirements, and company financial policies and procedures.
- Lead and manage the PMO, including personnel responsible for Project Controls/Finance, Travel & Purchasing, and CAC/NMCI/SAAR administration.
- Support the Program Manager in daily contract execution, schedule management, risk management, and stakeholder coordination.
- Provide guidance on program management processes, financial controls, and contract compliance.
- Support Contract Data Requirements List (CDRL) management and reporting requirements.
- Interface directly with government customers, supporting reviews and responding to financial and programmatic inquiries.
- Cross-train and provide mentorship to PMO personnel and provide back-up support for other PMO functions as necessary.
- Develop and implement process improvements to enhance financial reporting, PMO efficiency, and overall program execution.
- Perform other duties as assigned.
- Master's degree from an accredited college or university and greater than ten (10) years of experience in program finance, project controls, business management, acquisition, or program management; OR Bachelor's degree from an accredited college or university and greater than fourteen (14) years of relevant experience.
- Minimum five (5) years of experience supporting program financial management, forecasting, budgeting, and project controls in a DoD contracting environment.
- Minimum five (5) years of PMO, program management, or project controls experience supporting government contracts.

- Strong understanding of:
- FAR/DFARS/DCAA requirements
- Government contract financial management
- Cost Plus, Fixed Price, and Time & Material contracts
- Advanced proficiency with Microsoft Excel, including financial modeling, Pivot Tables, Power Query, and dashboard development.
- Experience with Power BI, Deltek Costpoint, Cognos, or similar ERP and reporting tools.
- Active DoD Secret clearance or ability to obtain and maintain one.

Skills Required
- Master's degree and greater than ten (10) years of related experience OR Bachelor's degree and greater than fourteen (14) years of related experience
- Minimum 5 years of program/project management or project control experience in a DoD environment
- Strong knowledge of FAR, DFARS, and DCAA regulations and their application to contract and financial management
- At least 3 years of direct project control experience
- Proficiency with Microsoft Excel
- Experience with Power BI or similar analytical/dashboarding tools
- Excellent written, verbal, and interpersonal communication skills, including interfacing with government customers and senior leadership
- Active DoD Secret clearance or ability to obtain and maintain one
- Prior experience supporting NAVAIR or other U.S. Navy programs
- Prior experience supporting Foreign Military Sales (FMS) programs
- Familiarity with NMCI account processes, CAC issuance, and SAAR workflows
- Experience in a small business or growth-stage defense contractor environment
