ROLE
We are seeking an experienced Program/Management Analyst to support the U.S. Coast Guard Liaison Office (CGLO) in Pensacola, FL, with recurring onsite support in Milton, FL. Your work will support aviation training program analysis, student control, training data management, reporting, and stakeholder coordination.

RESPONSIBILITIES
I. Program Analysis
  • Support Coast Guard Aviation Production Planning programs for introductory, primary, rotary, and fixed-wing flight training
  • Identify CGAPP issues and coordinate requirements, schedules, and program development recommendations
  • Address potential delays in aviation training class assignments and recommend corrective action
  • Conduct program studies affecting pilot training, resource planning, student flow, and training policies
  • Evaluate pilot production processes and recommend improvements to training administration
  • Assist with resource planning and allocation across aviation training sites
  • Represent CGLO in CGAPP and related pilot training forums with DoD and other stakeholders
II. Training Data Management
  • Oversee Coast Guard flight training production data using systems such as NIPDR and TSHARP
  • Manage collection and reporting of student flight and ground training progress through TSHARP
  • Analyze training data to identify trends, risks, delays, and opportunities for improvement
  • Provide accurate training information to support leadership decisions and resource planning
  • Use student management systems to support student performance evaluation and tracking
  • Coordinate syllabus flow for Coast Guard students through NASC, CNATRA, and AETC pipelines
III. Student Control
  • Serve as a point of contact for Student Control functions at NAS Pensacola and NAS Whiting Field
  • Coordinate student control administration with NASC, TRAWING FIVE, squadrons, and USAF 23d FTS
  • Resolve or elevate issues involving student flow, resources, training data, and training administration
  • Provide guidance and recommendations on student control policies, procedures, and directives
  • Review and verify Aviation Training Jacket information and related training documentation
  • Monitor compliance with applicable student training directives and administrative requirements
  • Recommend updates to student control forms and ATJ transmittal processes
IV. Student Progress Monitoring
  • Manage Coast Guard flight students in pre-training, primary training, and advanced training pools
  • Coordinate with Naval Aviation Squadron Production Process Officers to support production goals
  • Monitor student class check-in procedures and provide daily assistance and guidance
  • Maintain automated student recall, transfer, and tracking rosters
  • Oversee daily and weekly inter/intra-TRAWING student flow
  • Provide training, counseling, mentoring, and guidance to Coast Guard student naval aviators when required
  • Support post-training transfer, reassignment, redesignation, and attrition-related processes
V. Performance & Reporting Support
  • Complete assigned performance management tasks in a timely manner
  • Notify CGLO personnel when student performance, conduct, or accountability concerns require attention
  • Develop recommendations and solutions for complex student aviation training situations
  • Prepare written input for Officer Evaluation Reports when requested by CGLO
  • Support workflow management for permanent party OERs and Enlisted Evaluation Reports
  • Draft reports, briefings, recommendations, and written communications for leadership and stakeholders
VI. Administrative Support
  • Apply relevant Coast Guard, Navy, CNATRA, NATRACOM, and CGLO directives and procedures
  • Manage documentation required for student programs, instructor requirements, and training administration
  • Prioritize work based on current CGLO projects and operational needs
  • Maintain liaison with military and civilian personnel at multiple organizational levels
  • Follow DHS, USCG, facility access, privacy, security, identification, and contractor-conduct requirements
  • Perform related program analysis, training administration, student control, reporting, and liaison duties as assigned

KNOWLEDGE & SKILLS
  • Knowledge of Coast Guard, Navy, CNATRA, NATRACOM, and CGLO aviation training missions preferred
  • Knowledge of CGAPP, TSHARP, NIPDR, or similar training and student management systems preferred
  • Ability to evaluate training programs using qualitative, quantitative, and statistical methods
  • Ability to analyze training data, identify trends, and recommend process improvements
  • Ability to apply aviation training policies, directives, procedures, and program requirements
  • Ability to work independently, identify problems, and develop student production plans
  • Ability to prepare clear reports, recommendations, briefings, and leadership communications
  • Ability to coordinate effectively with students, instructors, supervisors, managers, and senior leaders
  • Strong organization, attention to detail, documentation accuracy, and follow-through
  • Ability to protect sensitive information and follow DHS, USCG, privacy, and security requirements

BACKGROUND
  • Minimum of one year of relevant experience required
  • Experience in program analysis, training analysis, management analysis, or related support required
  • Experience supporting military, federal, aviation, education, or training programs preferred
  • Experience with Coast Guard, Navy, DoD, CNATRA, NATRACOM, NASC, or AETC preferred
  • Experience supporting student control, student flow, or training pipeline administration preferred
  • Experience using TSHARP, NIPDR, CGAPP, or similar training data systems preferred
  • Experience reviewing training records, rosters, ATJs, reports, forms, or directive-based documents preferred
  • Experience analyzing data, preparing reports, identifying trends, and recommending improvements preferred
  • Experience coordinating with military commands, instructors, students, and senior stakeholders preferred

EDUCATION
  • Bachelor’s degree required

LOCATION
  • Primary places of performance are Pensacola, FL 32508 and Milton, FL 32570
  • Candidates must be available to work onsite at both primary places of performance each week

TELEWORK
  • Telework is authorized
  • Must work onsite at least one day per week in Pensacola, FL and in Milton, FL

CLEARANCE
  • U.S. citizenship required as it supports the U.S. federal government

CLIENT

Specific vision abilities required by this job include the use of computer monitor screens up to 100% of the time.
