Job Summary:
Ipas is an international non-governmental organization (INGO) which works to assist the Government of Pakistan in achieving the country’s commitment towards the Sustainable Development Goal 3 (good health and wellbeing). Founded in 1973, Ipas is a pioneering global organization that developed the manual vacuum aspirator technology for safe uterine evacuation, which is endorsed by the World Health Organization and by various countries including Pakistan. In Pakistan, Ipas seeks to support the government and development partners’ efforts to reduce maternal mortality and morbidity associated with complications due to unsafe practices. It collaborates with provincial governments to provide technical assistance and support for strengthening the public and private healthcare system.
The Program Financial Analyst manages and oversees the financial aspects of the Ipas Pakistan Program. He/She is responsible for budgeting, forecasting, financial reporting, and ensuring compliance with Ipas’s financial policies and regulations and donors’ contractual requirements. His/Her role involves analyzing financial data to track program performance, identify cost-saving opportunities, and provide insights for decision-making.
The Program Financial Analyst will work closely with the Country Director, Project Managers, Finance Manager, and other stakeholders to align financial strategies with program goals and ensure efficient use of resources. Strong analytical skills, attention to detail, and proficiency in financial software or tools are key to their success.
Primary Responsibilities
Financial Operational Management
- Provide financial management support to the Program Manager and Country Director, in coordination with the Country Finance and Admin manager, including preparation and tracking of award budgets and annual budgets.
- Ensure that project financial tracking tools and budgets are established and maintained.
- Monitor expenses and help design and implement strategies that address financial performance issues.
- Monitor program financial performance against budget and forecast, and provide insights on any discrepancies or areas of concern.
- Maintain and update financial data and documentation, ensuring accuracy and completeness.
- Recognize, escalate, and coordinate responses to financial performance issues.
- Identify and implement improvements in financial processes and systems to enhance efficiency and effectiveness
Financial Budgeting and Forecasting
- Develop, monitor, and adjust program budgets to ensure financial resources are allocated effectively and efficiently
- Prepare forecasts and financial projections to support program planning and decision-making.
- Develop budget tracking tools for the country team.
Financial Analysis and Reporting
- Generate regular and ad-hoc financial reports, highlighting key metrics, variances, and trends , , cross-cutting financial issues, labor analysis, revenue analysis, and special projects to senior management.

- Identify and develop financial analysis tools (including financial dashboards) for the country program to improve financial management.
- Monitor, analyze, and suggest improvements for managing costs.
- Coordinate reviews of the donor billing process in close coordination with Ipas US Finance Department, ensuring all bills/reports are submitted on time and are of high quality, and are appropriately supported by necessary narrative reports.
- Manage responses to queries regarding Ipas financial reports in close coordination with CD, NPM, and FM.
Financial Compliance
- Ensure that the program adheres to financial policies, procedures, and regulations, including internal controls and audit requirements.
- Contribute to monitoring compliance with Ipas' and donors' operational and contractual requirements.
- Support the country team with training on compliance of internal operational policies as needed.
- Ensure that correcting entries and/or accruals are appropriately prepared and supported before submission for approval.
Requirements
Minimum
- Bachelor’s degree in finance, Accounting, Economics, Business Administration, or a related field.
- Advanced Degrees (Master’s in finance (MBA/ACCA) or certifications is strongly preferred.
- 10+ years of relevant experience in financial analysis, budgeting, forecasting, or a related field, specially in INGOs in Pakistan.
- Experience in program or project financial management is strongly preferred.
- Proficiency in financial software and tools, such as Microsoft Excel, financial modeling software, or ERP systems.
- Strong analytical skills with the ability to interpret complex financial data and trends.
- Understanding of financial principles, budgeting processes, and financial reporting standards.
- Strong verbal and written communication skills to present financial information clearly to stakeholders.
- Ability to collaborate effectively with team members, project managers, and other departments.
- High level of accuracy in financial reporting and data management.
- • Strong organizational skills with the ability to manage multiple tasks and deadlines.
- Command on English and Urdu, both languages are preferred.
