Leidos is seeking a highly motivated Program Finance Senior Manager to support a large, high-visibility defense manufacturing program. This role provides critical financial, business operations, earned value, and reporting support to the Business Area Finance Manager and PMO. The candidate will help lead forecasting, support Control Account Managers (CAMs), analyze manufacturing cost performance, and prepare certified program financials, including Certified EACs and balance sheet forecasts.
This position is ideal for a senior-level resource seeking ownership, visibility, and growth within defense program finance.
Program Financial Management
- Build, analyze, and maintain full program financial forecasts across labor, material, subcontract, and ODCs.
- Develop and update monthly and quarterly balance sheet forecasts, including inventory, WIP, material liability, and contract assets/liabilities.
- Prepare and submit Certified Estimates at Completion (EACs), ensuring accuracy, traceability, and compliance with corporate and government requirements.
- Conduct detailed variance analysis (cost, schedule, and financial) and prepare program health metrics for leadership.
- Support preparation of financial inputs for Program Management Reviews, customer meetings, and executive briefings.
Earned Value Management (EVM) Support
- Support CAMs through the monthly EVM cycle, including ETC updates, data validation, and performance analysis.
- Ensure EVM data integrity across systems (IMS, cost tool, MRP, material systems) and assist in developing IPMDAR/IPMR/CPR reporting.
- Support root-cause analysis for performance variances and work closely with engineering/manufacturing leads to implement corrective actions.
Material & Manufacturing Cost Management
- Partner with Supply Chain and MRP teams to reconcile PO commitments, delivery schedules, lead-time risks, and material liability.
- Lead material and inventory inputs into the balance sheet forecast, ensuring accuracy for audits and monthly close cycles.
Business Operations & Program Execution
- Support development of staffing plans, indirect budgeting inputs, and labor resource analyses.
- Integrate financial impacts of contract mods, REAs, ECPs, and proposals into the overall program forecast and EAC.
- Contribute to BOE development and cost model updates for future program scope.
- Support risk and opportunity financial modeling and integrate impacts into EAC and balance sheet positions.
- Provide proactive financial recommendations to PMs and functional leads for improved program execution.
Basic Qualifications:
- Bachelor's degree in Finance, Accounting, Business Administration, or related field with 8+ years of relevant experience, or Master's Degree with 6+ years of relevant experience.
- Exceptional communication skills with ability to influence at all levels including directors, CAMs, auditors, and government customers.
- Demonstrated ability to analyze financial results and provide strategic recommendations to leadership.
- Experience with multiple contract types (FFP, FPLOE, T&M, Cost Plus, hybrid).
- Excellent analytical, communication, and presentation skills.
- Experience preparing Certified EACs and supporting enterprise-level financial reviews.
- Familiarity with balance sheet forecasting, including inventory, WIP, material liability, and contract asset/liability positions.
- Strong understanding of EVM principles, forecasting, budgeting, and defense manufacturing cost structures.
- Proficiency with cost and EVMS tools (COBRA, SAP/Costpoint).
- Ability to present complex data clearly to program leadership, CAMs, and functional stakeholders.
- Detail-oriented with a proactive mindset and ability to independently solve problems.
- Highly organized; able to prioritize competing deadlines and manage large datasets.
Preferred Qualifications:
- Experience working on large defense manufacturing or production programs.
- Knowledge of FAR/DFARS cost principles and government customer reporting requirements.
- Understanding of IMS logic, schedule-to-cost integration, and BOE methodologies.
- Strong Excel/PBI skills for modeling and data visualization.
- Active security clearance (Secret or higher) or ability to obtain one.
