The Opportunity:

  • Supporting a US Army program in a highly complex and dynamic program financial execution role.
  • Contribute to labor forecasting, funding tracking, and financial reporting in a continuously evolving funding environment.
  • Partner with program and financial stakeholders to provide clear, data-driven financial insights.
  • Collaborate within a multi-analyst team to ensure accurate, timely, and compliant financial execution.
  • Play a key role in maintaining financial transparency and operational stability across supported programs.
  • This position is a hybrid position located in Aberdeen Proving Ground, MD.

Responsibilities:

  • Develop and continuously adjust detailed labor spend plans, incorporating staffing changes, rate impacts, and funding constraints.
  • Prepare and manage Estimates to Complete (ETC), Estimates at Completion (EAC), burn rate analysis and financial projections.
  • Track program funding status at a detailed level, including obligations, expenditures, remaining balances, and projected shortfalls or excess.
  • Execute financial actions including Funding Requests, De-obligation Requests, Realignment Requests and MIPR Acceptances.
  • Determine appropriate accounting classifications and appropriations by object class, fiscal year, and element of resource.
  • Analyze plans, forecasts, and actual costs; identify variances and communicate trends and impacts to program and financial leadership.
  • Prepare routine and ad hoc financial reports, including 75% Funding Notifications and invoice support documentation.
  • Present financial execution data to government stakeholders and respond to funding-related inquiries.
  • Partner closely with other program financial team members to ensure alignment between labor forecasting, invoicing, subcontractor funding and travel approval processes.
  • Maintain financial tracking tools and documentation.

Qualifications:
Required:

  • Active Secret security clearance with eligibility to obtain TS/SCI.
  • Bachelor’s degree and 3+ years of relevant experience; OR Associate’s degree and 7+ years; OR High School diploma and 9+ years of related experience.
  • Experience supporting financial analysis and execution on U.S. Government / DoD contracts.
  • Experience managing dynamic labor spend plans in a changing funding environment.
  • Experience tracking detailed funding status, including obligations, expenditures, burn rate, and ETC.
  • Demonstrated ability to prepare and present financial data to government clients.
  • Experience interpreting contract funding modifications, MIPRs and lines of accounting.
  • Working knowledge of federal appropriations, funding regulations and financial compliance requirements.
  • Advanced proficiency in Microsoft Excel, including financial data analysis.
  • Ability to manage multiple priorities in a fast-paced, high-visibility program environment.

Desired:

  • Experience supporting complex, multi-funded or incrementally funded government programs.
  • Experience supporting annual budget development or funding allocation discussions.
  • Experience working within a collaborative, multi-analyst financial team structure.
  • Ability to proactively identify financial risks and recommend mitigation strategies.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$75,200 - 158,100 USD
